Human Resources Specialist (Recruitment and Placement), GS 05-12 Duties: The candidate implements the merit staffing program by ensuring that all human resource actions comply with the provisions of the applicable merit staffing plan and negotiated agreements, such as the National Treasury Agreement. Provides information and guidance to employees and operating officials on the effective use of the merit promotion and career development programs. Implements the delegated examining program by ensuring that all human resource actions comply with the provision of OPM's Delegated Examining Handbook. Provides information and guidance to employees and operating officials on the effective use of the delegated examining program. Prepares, reviews, and updates vacancy announcements/inputs on USA Jobs or other automated staff acquisition systems in compliance with OPM requirements. Reviews and validates job analysis, crediting plans, and appropriate rating and ranking factors in collaboration with program managers and other program areas such as; Program Execution Office (PEO) and Talent Assessment and Evaluation (TA&E) teams to ensure the most effective and efficient approach to meet customer requirements. Conducts qualifications analyses for all types of positions filled. Analyses are based on an expert knowledge and application of the qualification standards and an understanding and review of selective factor requirements, position descriptions, agency and federal regulations references and precedents, as well as the knowledge, skills, and abilities required by the position. Prepares promotion and placement products, and issues promotion/referral certificates. Reviews and audits all certificates.

Qualification and Experience Qualifications: Specialized Experience for GS-05: The candidate must have 3 years of general experience, 1 year of general experience at a level of difficulty and responsibility equivalent to the grade 4 level in the Federal service.
