Ability to use Microsoft Office Suite, and other computer-based applications. Job Summary The St. Louis Housing Authority seeks an experienced Staff Attorney to join their legal team. The Staff Attorney will be responsible for providing legal advice and counsel to the Authority Board of Commissioners, Executive Director, and other Authority staff. The Staff Attorney will also be responsible for interpreting laws, regulations, and contracts and to provide advice and guidance to Authority personnel on the application of such laws, regulations, and contracts. The Staff Attorney will have a minimum of two (2) years litigation experience and/or two (2) years transactional experience and must be licensed to practice in Missouri. Job Responsibilities Provide legal advice and counsel to the Authority Board of Commissioners, Executive Director, and other Authority staff. Interpret laws, regulations, and contracts and to provide advice and guidance to Authority personnel on the application of such laws, regulations, and contracts. Prepare legal documents such as pleadings, motions, contracts, and other legal documents in both state and federal courts. Appear in court as necessary to represent the Authority. Establish and maintain effective working relationships with Authority management, staff, community organizations, and the general public. Use Microsoft Office Suite, and other computer-based applications. Perform periodic reviews of Authority departments to ensure compliance with regulatory and contract requirements; and, make recommendations for resolution of compliance issues; advise Authority staff on laws and regulations applicable to Authority operations. Prepare RFP's, RFQs, professional service agreements, and other contracts in compliance with standard operating procedures, procurement policies, local state, and federal laws. Oversee the process of awarding contracts including evaluating proposals or bids, and preparing recommendations for award to the Contracting Officer. Maintain contract logs and files for all procurement activities; ensure service contracts are current and that procurement is conducted prior to expiration of the existing contract. Job Requirements Graduation from an accredited law school and licensed to practice in Missouri. Minimum of two (2) years litigation experience and/or two (2) years transactional experience. Familiarity the local, state and federal regulations impacting federally assisted housing. Comprehensive knowledge of federal, state and local laws, HUD regulations, Authority policies and procedures in general and specifically those governing or affecting the operations of the St. Louis Housing Authority. Excellent legal research and writing skills, and a proven ability to executive a written analysis of facts and applicable law and policies. Knowledge of relevant legal terminology, relevant HUD regulations and the Missouri Court system in SLHA Public Housing and Section 8 Voucher programs. Ability to appropriately maintain confidential information, work independently, under pressure and meet deadlines. Organized and detailed orientated. Salary Information The salary for this position is $65,000 - $91,433 per year.
