Inspections and Compliance Specialist, GS 09-12 Duties: The candidate will evaluate Immigration and Customs Enforcement (ICE) detention facilities', programs', and offices' compliance with applicable policies, standards, and/or memoranda within one of the ICE Inspections Program (ISP) three units: External Reviews and Analysis Unit (ERAU), Management Inspections Unit (MIU), and Office of Detention Oversight (ODO). Conduct on-site inspections, audits, or reviews, to include ICE detention facilities and domestic and international ICE field offices, to ensure compliance with established ICE and DHS policies and procedures. Provide technical expert advice in the planning, organizing, conducting, and reporting of assigned on-site inspections, audits or reviews. Develop new methodologies and approaches that will be used to complete inspections, audits, and reviews. Prepare comprehensive reports of assigned on-site inspections, audits, or reviews that have national and/or international scope and impact.

Qualification and Experience Qualifications: For GS-09: The candidate must 1 year of specialized experience at the GS-07 grade level or equivalent performing duties such as: Applying inspection and compliance principles, concepts, methodologies, laws, regulations, guidelines and/or practices in daily activities; Documenting investigations and witness statements; and Researching data using prescribed methods. OR A Master's (or equivalent graduate degree such as a LL.B./J.D.) or 2 academic years of progressively higher-level graduate education leading to such a degree. OR A combination of successfully completed post-high school education and experience. For GS-11: The candidate must have 1 year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Assisting the team lead or supervisor in planning inspections and participating in briefings with team leads at inspection sites; Ensuring inspection findings provide complete identification of deficiencies and areas of concern; Developing sound recommendations which identify the appropriate level of the problem, and the type of corrective action necessary to fix the problem; and Preparing written inspection findings with or for team leads or supervisors. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL. M., if related. OR A combination of successfully completed post-high school education and experience. For GS-12: The candidate must have 1 year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Assisting the team lead or supervisor with conducting on-site inspections; Scheduling and conducting interviews at inspection sites; Providing input to develop the scope and inspection site rationale; Assisting the team lead or supervisor in developing the unique methodology and approach for the inspection site; and Preparing documentation of the inspection process and findings.
