Records Board Executive Director
Duties: Provides legal services for the Office of the Secretary of State on a wide variety of legal subjects. Performs legal research, prepares legal opinions and correspondence, and provides guidance on administrative legal issues, as assigned; performs contract drafting and negotiation, responds to public records requests, drafts proposed rules, regulations and statutes. Serves as the administrator for the work of the Nebraska State Records Board which includes, but is not limited to, setting the agenda for quarterly Board meetings, facilitating arrangements, approves/reviews all documentation to be provided to the Board for review and/or approval at quarterly Board meetings; meets with the Portal Manager on a regular basis to review progress, discuss problems and consider necessary changes; monitors Portal Manager compliance with the Master Contract and Board policies and procedures; maintains Board records and documentation; formulates procedures, policies, and guidelines for approval by the Board; answers questions and troubleshoots issues from public agencies related to the Portal Manager, Master Contract and Board policies; monitors/approves expenses related to the Board; reviews Board contracts and documents for legal sufficiency and contract compliance.

Qualification and Experience Qualifications: Graduation from an accredited school of law. Must be licensed to practice law in Nebraska with training and/or experience that will enable the incumbent to possess the required knowledge, abilities, and skills. Preferred: 2 years of experience as an attorney practicing law and providing legal services such as drafting legal memoranda, drafting and interpreting contracts, trying contract cases, negotiating resolutions to contract claims, advising clients, and/or interpreting statutes or administrative regulations. Ability to: interpret and apply statutes, case law, decisions of court/administrative hearings, and administrative rules and policies to a variety of legal issues; effectively communicate and interact with legal associates, other government employees, and the public; conduct legal research; formulate legal opinions and recommendations based on legal research; identify critical elements of legal questions or issues; prepare legal memoranda and use a computer for word processing and research. Ability to: organize materials; analyze data and present facts and opinions orally and in writing; promote the work of the Board to the public; facilitate group discussion; plan and execute policies and programs; communicate with individuals regarding technical issues; manage multiple projects. Effective communication skills.
