The candidate provides the Commission with expert recommendations on decisions for utility filings through formal written memoranda, Commissioner briefings, public presentations, and in formal adjudications, such as general rate proceedings, through written and oral expert testimony. Reviews, analyzes, and reaches conclusions on complex utility filings that may be broadly scoped and have significant impacts to consumers and utilities. Independently evaluates the validity of utility requests through quantitative, qualitative, and anecdotal analysis and by applying advanced principles of economics, and regulatory theory. Translates complex and technical concepts into accessible terms for decision-makers through memoranda, formal testimony, or presentations on tariff filings, resource plans, petitions, and other relief sought by utilities and stakeholders with specific emphasis on the clarity and narrative flow. Engages with policy makers, agency leaders, Commissioners, stakeholders, industry advocates, and company representatives in a collaborative manner and consistent with the Inclusive and Collaborative Conduct core competency. Undertakes independent research that is directly relevant to the regulation of public utilities in Washington. Leads rulemaking teams or participates as a member of a rulemaking team drafting administrative rules to implement new legislation, to streamline or improve existing administrative procedures, or to eliminate or replace outdated processes. Leads or participates on teams for policy dockets. Leads teams of analysts to assess utility rate filings critically, comprehensively, and holistically. Participates as a member of a team to assess utility rate filings critically, comprehensively, and holistically. Initiates and leads complex and specialized staff investigations. An advanced degree in relevant field, such as business or public administration, economics, financial accounting, law, operations analysis, econometrics, mathematics, statistics, environmental planning, or public utility regulation plus two years doing regulatory analysis for Washington state government, one year of which must have been at the second level or equivalent; or An advanced degree in relevant field, such as business or public administration, economics, financial accounting, law, operations analysis, econometrics, mathematics, statistics, environmental planning, or public utility regulation plus three years of professional research or analysis experience with an institution engaged primarily in regulatory matters; or, Should have Bachelor’s degree involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law or related field and four years of professional research or analysis experience with an institution engaged primarily in regulatory matters; or Should have 3+ years doing regulatory analysis work for Washington state government, one year of which must have been at the second level or equivalent; or Should have 7+ years of work experience in economic analysis, financial accounting, public utility regulation, public utility law, or utility business operations, four years of which must include research or analysis experience with an institution engaged primarily in regulatory matters.
