Position Summary:

The Deputy General Counsel at OTRD will be responsible for overseeing and managing all legal services for the agency, providing legal advice and counsel, and representing OTRD in legal matters. This is a full-time position with a salary commensurate with education and experience. The ideal candidate will have a law degree, be licensed to practice law in Oklahoma, and have at least three years of legal experience.

Key Responsibilities:

- Oversee and manage all legal services for OTRD
- Provide legal advice and counsel to the agency
- Represent OTRD in legal matters
- Prepare legal documents such as memoranda, briefs, pleadings, and motions
- Conduct legal research and report findings and conclusions
- Advise on laws, regulations, and opinions of the courts
- Prepare interpretations outlining facts and applicable legal decisions
- Advise on questions of law or administrative policy
- Support OTRD leadership as needed

Essential Functions:

- Provide legal advice and counsel on all aspects of legal issues facing the agency
- Prepare legal opinions, briefs, pleadings, motions, and other legal documents

Requirements:

- Graduation from an accredited law school
- Licensed to practice law in the State of Oklahoma
- At least three years of legal experience as a licensed attorney
- Experience in employment law, administrative law, contracts, litigation, and/or other areas of law involved in the operations of a government agency preferred

Valued Skills and Experience:

- Knowledge of legal principles and their application
- Proficiency in legal research methods
- Familiarity with Oklahoma statutory laws, the Oklahoma Constitution, and the United States Constitution
- Understanding of human resource management laws and regulations
- Knowledge of administrative law, trial and hearing procedures, and rules of evidence
- Ability to conduct independent research and analyze legal issues
- Excellent communication skills, both oral and written
- Strong presentation and argumentation skills
- Ability to explain complex legal matters to non-legal professionals
