Job Title: Associate General Counsel
Job Responsibilities:
The Associate General Counsel at the organization is tasked with a broad range of in-house legal counsel duties under the supervision of the General Counsel and the management team. The key responsibilities include:
- Reviewing and revising professional, construction, and design-build contract documents, and communicating contract approval and public procurement requirements to the agency’s construction and design divisions.
- Managing litigation matters, legal disputes, and commercial claims pending with the agency, the NYC Law Department, and the NYC Comptroller’s Office.
- Reviewing agency responses to public inquiries pursuant to the Freedom of Information Law (FOIL) and coordinating responses with the agency’s public relations office.
- Providing legal guidance on conflicts of interest and equal employment law matters to agency staff and management.
- Assisting with real property issues impacting the agency’s construction efforts, including overseeing condemnation proceedings under the New York State Eminent Domain Procedure Law (EDPL), reviewing leases, title reports, surveys, and preparing license agreements, restrictive covenants, easements, and land use actions.
- Preparing funding and security agreements for secured transactions under the Uniform Commercial Code (UCC) with discretionary funded projects involving not-for-profit organizations and hospitals.
- Offering legal assistance to the Agency Chief Contracting Officer (ACCO) and procurement staff in relation to procurement appeals and decision processes, including drafting opinions and presenting facts and decisions.
- Assisting the Director of Labor Relations, Human Resources, and agency management on issues related to agency employees, local employee representatives, grievances, and issues arising from the collective bargaining agreement.
- Conducting legal research and recommending interpretations of various laws, rules, regulations, and programs.
Education and Experience Information:
Minimum Qualifications:
- Admission to the New York State Bar; and either:
- One year of satisfactory . legal experience subsequent to admission to any state bar, or
- Six months of satisfactory service as an Agency Attorney Interne.
- Incumbents must remain Members of the New York State Bar in good standing for the duration of their employment.
- For Assignment Level (AL) II, candidates must have one year of experience at AL I or two years of comparable legal experience subsequent to bar admission, in law areas related to the assignment.
- For AL III, candidates must have two years of experience in AL I and/or II or three years of comparable legal experience subsequent to bar admission, in law areas related to the assignment.
Preferred Skills:
- Experience or demonstrated interest in public service, contracts, real estate, construction, and/or procurement.
- Excellent verbal and written communication skills.
- Provision of satisfactory references and recent writing samples.
Salary Information:
The salary range for the Associate General Counsel position is $80, to $95,.
Additional Information:
- Authorization to work in the United States is required, and the organization does not provide sponsorship for international employees for visa applications, extensions, or status changes.
- Candidates may be eligible for federal loan forgiveness programs and state repayment assistance programs.
- New York City Residency is not required for this position.
