Job Title: Senior Assistant General Counsel, Real Estate

Job Responsibilities:
The Senior Assistant General Counsel in the Real Estate Division of the Office of the General Counsel is tasked with handling all aspects related to residential and commercial real estate transactions. This includes negotiating, drafting, reviewing, and revising various legal documents such as ground leases, restrictive covenants, use restrictions, regulatory agreements, partnership and operating agreements, loan documents, purchase and sale contracts, as well as commercial and residential leases. The role also involves managing the closing team for mixed-finance, mixed-use, mixed-income, and tax credit transactions, including submissions to the . Department of Housing and Urban Development (HUD) and closing these transactions.

Key responsibilities include:
- Managing the closing process of mixed-finance real estate transactions and drafting relevant documents like public housing and project-based voucher documents, use restrictions, and ground leases.
- Coordinating with HUD on closing submissions and obtaining necessary approvals.
- Reviewing real estate development disposition and acquisition applications to HUD.
- Drafting contracts, leases, loan documents, construction license agreements, and right of entry agreements.
- Providing advice and counsel on procurement matters related to real estate and contract interpretation, modifications, and regulatory compliance.
- Assisting with property tax exemption/abatement matters and other duties as required.
- Facilitating discussions with internal and external groups and interacting with internal staff.
- Providing counsel on federal regulations, State of Illinois statutes, and organization policies.
- Researching legal issues, drafting legal recommendations/opinions, and assisting in policy development.

Education and Experience Information:
Candidates must possess a Juris Doctorate Degree and be admitted to the Illinois Bar, with a minimum of 8 years of experience. Significant experience in real estate law, particularly in handling complex real estate matters involving mixed financing sources, is preferred. Experience with complex residential and/or commercial real estate matters is essential. Knowledge of public housing program requirements, Housing Choice Voucher regulations, the Illinois Housing Authorities Act, the 1937 Housing Act, Low Income Housing Tax Credit Program, Tax-Exempt Municipal Bond financing, and other public finance source requirements is strongly preferred. Familiarity with HUD regulations, the HUD Rental Assistance Demonstration (RAD) Program, commercial leases, and municipal intergovernmental relationships is advantageous. Additional requirements include strong written and oral communication skills, solid analytical and research skills, and strong drafting skills. The candidate must be a team player and adaptable to providing legal support in a dynamic environment.

Salary Information:
The salary for the Senior Assistant General Counsel position is $145,000. The position is classified as Grade S10 and is exempt from FLSA regulations. It is a non-union position.
