Attorney -Adviser (Ethics division) Duties: The candidate will serve in an advisory-attorney position (GS 11/12/13/14) in OGC’s Ethics Division. Will provide legal services involving federal criminal conflict of interest statutes, standards of ethical conduct regulations, financial disclosure requirements, procurement integrity provisions, lobbying rules, and political activity restrictions. Develop and present interactive training on various topics related to federal employee ethics requirements and the financial disclosure program at HHS. Work closely with senior HHS officials, other HHS OGC attorneys, and may work with the White House Counsel’s Office and the Office of Government Ethics (OGE) in clearing new political appointees for a conflict free appointment. Include detailed work reviewing highly complex financial portfolios to identify and resolve potential conflicts. Plan and participate in ethics program oversight reviews, report writing, and follow-up. Liaison with the HHS OIG and referral of cases to OIG as necessary. May work on press or Congressional inquiries related to the ethics program and FOIA responses. Focus on HHS-wide, federal ethics program administration and compliance.
Qualification and Experience
Experience: The candidate should have Juris Doctorate degree (J.D.) from an accredited ABA law school. Must have 1+ year experience after law school as a practicing attorney. Must have proof of active Bar status in good standing and eligibility to practice law in the highest courtof a State, U. S. commonwealth, U. S. territory, or the District of Columbia. Must have an understanding of financial instruments and ethics law. Should have strong academic achievement; outstanding interpersonal skills; superior legal writing and research ability; prior teaching, presentation, or training experience; and a demonstrated commitment to professionalism and public service. Must have strong writing, oral, and analytical skills and be adept at working directly with clients. Knowledge of federal or state government ethics law, professional responsibility rules, political activity restrictions, procurement integrity, or related subjects is preferred. A strong interest in the subject matter is considered. Knowledge of the legal framework for health and social services programs is considered a plus. Application Deadline: 03/30/2018
