Human Resources Specialist (Staffing), GS 7 - 12 Duties: The candidate will be responsible for providing quality customer and consultative service and performing the full range of non-competitive recruitment and staffing (Direct Hire, Change to Lower Grade, Reassignments, etc.). Will ensure that all placement actions meet regulatory requirements; and consult on and ensure all pre-employment requirements are met. Identifies management problems and analyzes them from the management viewpoint. Recommends strategies for overcoming employment barriers. Serves as the Local Selective Placement, Veterans Employment, Student Loan Repayment Program (SLRP) and Education Debt Reduction Program (EDRP) Coordinator. Serves as the HR Technical Advisor for the Professional Standards Boards. Provides expert consultative services to hiring managers with regard to federal staffing regulations and selection procedures. Performs a variety of training to supervisors and staff. Organizes and attends outreach events, job fairs and assists applicants with the hiring process.
Qualification and Experience
Qualifications: For GS-12: Specialized Experience: 1 year equivalent to at least the grade GS-11 in the normal line of progression for the occupation. Examples would typically include: performing the following duties: staffing for Title 5, Title 38 and Hybrid Title 38 positions; advising management on recruitment strategies, sources and special programs; conducting recruitment following applicable procedures; researching, interpreting, and applying recruitment and placement regulations, policies, and laws; developing announcements and assessments to post positions; and determining and verifying qualification requirements including credentialing and licensing. For GS-11: Specialized Experience: 1 year equivalent to at least the grade GS-9 in the normal line of progression for the occupation which typically include: providing staffing and placement services; performing internal placement duties including conducting job analysis, preparing promotion and placement products, and issuing promotion and referral certificates; performing external recruitment by developing multiple recruitment strategies utilizing such sources as veteran readjustment, reinstatement, and direct hire appointment authorities; conducting job analyses on a wide variety of positions; determining appropriate rating and ranking selective factors and developing crediting plans to assess varying degrees of job qualifications; and explaining the methodology to management. OR, Education: May substitute education for the required experience. To qualify based on education for this grade level must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related. OR, May also combine education and experience to qualify at this level. Must have an combination of specialized experience and education beyond 2 full years of progressively higher-level graduate education may be used to qualify. For GS-9: Specialized Experience: 1 year equivalent to at least the grade GS-7 in the normal line of progression for the occupation which typically include, but are not limited to: applying methods, principles, and practices used in the staffing, recruitment and placement process; advising management officials on various types of appointments in both the competitive and excepted services; advising on the requirements governing the merit promotion process; developing rating factors and crediting plans for vacancy announcements; using a variety of standardized internal/external recruitment strategies to aid in recruitment planning; and advising on position career patterns. OR Education: May substitute education for the required experience. To qualify based on education for this grade level must have successfully completed 2 full years of progressively higher level graduate education leading to a master's degree or Master's or equivalent graduate degree or LL.B or J.D., related to this position. OR May also combine education and experience to qualify at this level. Must have an combination of specialized experience and education beyond 1 full year of progressively higher-level graduate education may be used to qualify. For GS-7: Specialized Experience: 1 year equivalent to at least the grade GS-5 in the normal line of progression for the occupation which typically include, but are not limited to: applying, basic principles and practices of HR Staffing; communicating factual and procedural information clearly, orally and in writing; and gathering and analyzing basic facts and drawing conclusions. OR Education: May substitute education for the required experience. To qualify based on education for this grade level, must have successfully completed 2 full years of progressively higher level graduate education leading to a master's degree or Master's or equivalent graduate degree or LL.B or J.D., related to this position. OR May also combine education and experience to qualify at this level. Must have an combination of specialized experience and education beyond undergraduate education may be used to qualify. OR Superior Academic Achievement (S.A.A): Applicant who has completed four (4) years of education above high school level leading to a Bachelor's degree may qualify based on S.A.A. by class standing (Standing in the upper third of their class based on completed college work at the time of application for the position). OR College grade average of "B" (3.0 or higher on a 4 point scale). OR, college grade average of "B+" (3.5 or higher on a 4 point scale) in the major field, where such field is fully qualifying and directly applicable to the specialty field of the position to be filled.
