Hugman Resource Specialist (Classification/Recruitment and Placement), GS 11 Duties: Advise management on a wide range of civilian staffing issues such as recruitment methods, special pay incentives, special placement programs, deployments and workforce shaping. Provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that help in filling vacancies, staffing the organization, and in improving employee retention. Compose and post vacancy announcements, review applications for minimum qualifications, and issue certificates/referrals using merit promotion rules, regulations and procedures. Ensure priority consideration programs are appropriately utilized. Provide civilian position management and classification support to assigned organizations. Apply a thorough understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions. Assist managers in position description construction and content and to expedite recruitment.

Qualification and Experience

Qualifications: Must describe 1+ year of experience which prepared to do the work in this job. Specialized experience is defined as: experience with Human Resources (HR) management advisory/consulting experience related to Recruitment and Placement, interpreting and applying HR laws, regulations, policies, and practices to provide advice and guidance on a variety of HR functions, analyzing and reconciling discrepancies or inconsistencies in personnel actions/requests, and use of automated HR systems (e.g., DCPDS, USA Staffing, AutoNOA, BOXI, FASCLASS and ASARS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).
Successful completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D degree.
