Forestry Technician (Timber Sale Administration), GS 11 Duties: The candidate will provide timber sale and contract administration. Will review contracts and related pre-sale data such as: preliminary logging plan, appraisal etc. Reviews plans and schedules with purchasers to assure understanding of conditions and responsibilities. Responsible for field inspections and control of purchaser's operations such as falling, skidding, and yarding. Perform maintenance inspections on certified sale administrators working on the forest. Utilize forestry methods, techniques, and practices, to include identifying tree species, log scaling etc. Evaluate operator practices and their impact on the environment to include logging equipment capabilities, applications and logging methods. Assist with silviculture prescriptions, presale documents and/or timber sale contract terms and conditions. Monitor the progressive logging operations of the contractor. Ensure fair and equitable administration of complex timber contract requirements, involving substantial amounts of money. Implement land management and resource protection policies in order to recognize impacts of logging on the environment. Ensure contractual obligations are met before completing final inspection and recommending sale closure. Take appropriate action regarding Timber Sales in order to correct deficiencies and assess penalties. Assist with administering contracts for sale of timber. Review timber sale statement of accounts and maintains controls to insure that all payments and deposits are made.
Qualification and Experience
Qualifications: For GS-11: The candidate must have 1 year of specialized experience equivalent to the GS-10 level in the Federal service. Examples of specialized experience include meeting one or more of the following: Administered timber sale contracts; identified resource concerns on the ground and coordinated applicable corrective measures; performed timber sale preparation duties and collected timber presale information data; completed appraisals of timber sales and selecting of contract provisions based on National Environmental Policy Act (NEPA) documents; and conducted cruises of timber stands to determine volume of merchantable timber with regard to species composition, accessibility, and environmental constraints. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., (coursework must be directly related to the position being filled such as forestry, range management, agriculture). OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a Master's degree, i.e., more than 36 semester/54 quarter hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
