Senior Counsel - HPPO (Commercial Health Plans)
Responsibilities: Advise Health Plan leadership regarding regulatory and operational matters for Commercial Health Plans, including, federal and state managed care and insurance regulation and compliance, ERISA, new product development and design, employer group agreements, health care reform, member contracts and benefits, enrollment and disenrollment, financial and regulatory examinations and filings, regulatory enforcement matters, HIPAA privacy and security matters, wellness programs and support for the provision of administrative services to self-funded plans.

Qualification and Experience

Qualifications: Bachelor’s degree. JD Degree required. Excellent academic and professional qualifications. Bar license in California or Maryland or willingness to obtain such license within 2 years is strongly expected. 8+ years of health care law experience, including 3+ years of experience representing insurers and/or HMOs that offer Commercial Health Plans. Experience providing interpretation and analysis of statutes, regulations and sub-regulatory guidance. Solid work ethic, excellent interpersonal and communication skills (written and verbal), and sharp analytical skills. Ability to work independently and to work collaboratively as part of a team. Successful candidate will have a working knowledge of federal and state government-regulated lines of business and Commercial Health Plans, including individual, small and large group. Superior writing and analytical skills. Demonstrated qualities consistent with the Department’s preferred operating style, i.e., mutual respect, fairness, honesty, ethical behavior, independent, creative thinking while operating as a team member.
Preferred Qualifications: 12 years of health care law experience, including 6 years of experience representing insurers and/or HMOs that offer Commercial Health Plans in California or another jurisdiction where operates, strongly preferred. Experience practicing law in a regulatory agency or in-house legal department. In addition, experience in one or more of the following areas is a plus: recent experience with ERISA; Affordable Care Act; Federal and/or State managed care and insurance compliance, reporting and audits.
