Profile

Portfolio Management Specialist Duties: The candidate serves as an asset manager for complex property portfolios for agency-owned and/or leased assets for a region, acting as a liaison, advisor, and representative on sensitive and complex issues, and providing expert advisory assistance developing solutions to complex Property Management problems. Reviews and analyzes current and historic financial data; compare previous annual statements with recent financial information. Ensures that physical inspections (Housing Quality Standards and Uniform Physical Conditions Standards) are conducted as required for the purpose of evaluating physical conditions, maintenance, and security. Reviews audits of projects, and take action to have PHAs comply with the regulations. Serves as a member on other teams to develop appropriate solutions (which often will be extended area wide) to extremely complex issues and problems identified by either remote monitoring or contact with Field Office staff.

Qualification and Experience

Qualifications:
Specialized Experience for GS-11: Must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: assisting in performing a range of work in the oversight, management, or administration of the Public Housing, Housing Choice Voucher, or other HUD affordable housing programs; working with policies and procedures for the servicing of the Public Housing, Housing Choice Voucher, or HUD assisted housing programs; and using analytical and evaluative methods, including the use of analytical tools as required.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. degree; in order to be qualifying, education must be in a related field.
OR
May qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate education in excess of the first 2 years may be combined with experience.

Specialized Experience for GS-09: Must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: assisting in performing a range of work in the oversight, management, or administration of the Public Housing, Housing Choice Voucher, or other HUD affordable housing programs; and reviewing legal documents to ensure compliance with Federal, State, or local statutes and policies.
OR
Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D. degree; in order to be qualifying, education must be in a related field.
OR
May qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 18 semester hours may be combined with experience.
