Human Resources Specialist (Recruitment and Placement), GS 11 Duties : Serves as an advisor/consultant in Title 5, Title 38 and Hybrid Title 38 recruitment, placement and pay administration, which includes use of recruitment, relocation and retention incentives. Coordinates and/or executes plans to initiate and maintain a highly visible recruitment program to stimulate interest and attract qualified applicants for a variety of hard-to-fill and mission critical occupations. In addition, conducts technical review of all SF-52 personnel actions to ensure accuracy and compliance with OPM and VA regulations and statute, and tracks data for various balance scorecard measures to track efficiency and/or identify areas for improvement. Additionally, serves as a technical advisor on Professional Standards Boards, as well as prepares and conducts Recruitment and Placement Orientation and supervisory training. Develops and publishes vacancy announcements and other recruitment materials using USA Staffing and rates and examines applications against minimum qualification standards. Provides managers and employees with information and interpretations of the agency's HR policies, procedures and guidelines, provides continuing technical advice and assistance in resolution of recruitment and placement problems, researches cases and prepares detailed documentation and/or responses to congressional inquiries and requests for FOIA for resolution of complaints.
Qualification and Experience
Qualification : Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 : must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with application materials.
Specialized Experience: Must have 1+ year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working experience in recruitment and placement section of human resources performing a full range of recruitment, placement functions such as conducting qualifications analysis of applicants for vacancy announcements; advising management officials on staffing and recruitment issues; processing personnel actions in HR Smart; posting vacancy announcements via USA Staffing; interpreting laws, regulations, rules and local policies; making tentative and firm job offers of employment; conducting research to resolve complex, controversial staffing problems. OR,Education: May substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent degree or 3 full years of progressively higher level graduate educations leading to such degree or a related LL.M. Education must demonstrate the knowledge, skills and abilities necessary to do the work.
Combination: May also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education. Then identify the percentage of required experience possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 45 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
