Attorney III – IV The candidate provides legal counsel by providing legal advice on complex procurement, contracting and related issues. Performs drafting, solicitation, negotiation, review, evaluation and administering of contracts and procurement related matters. Drafts, reviews, negotiates and serves as legal counsel on contracts. Drafts, reviews, and serves as legal counsel on solicitations, legal notices and related documents for agency divisions and advises on contract monitoring schedules and issues. Conducts presentations by providing briefings on legal and related procedural issues to evaluation committees and other agency staff. Presents information to potential contractors and other internal and external professional entities and groups on the agency’s solicitation and contracting requirements and best legal practices for same. Researches procurement and contract legislation, rules, policies and regulations. Monitors compliance of contracts, competitive solicitations and related documents. Writes legal memoranda and researches statutory provisions, cases, Attorney General Opinions, and material to assist other agency staff. Maintains and enters contract related database information and reports in the Contracts Management Database and Cumulative Contracts Report. Performs other related duties as assigned. Attorney III: The candidate performs moderately complex (journey-level) legal work on contract and contract related matters. Serves as Assistant General Counsel for the Contracts Section. Performs legal work related to administrative law, on issues relating to the solicitation, evaluation, negotiation, and awards of contracts. Work involves interpreting and applying laws and regulations; preparing and reviewing contracts and procurement related documents. Oversees the preparation of legal documents and various contract related activities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Attorney IV: The candidate performs highly complex (senior-level) legal work on contract and contract related matters. Serves as Assistant General Counsel for the Contracts Section. Performs legal work related to administrative law, on issues relating to the solicitation, evaluation, negotiation, and award of contracts. Work involves interpreting and applying laws and regulations; preparing and reviewing contracts and procurement related documents. Oversees the preparation of legal documents and various contract related activities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Qualification and Experience

The candidate must have Graduation from an accredited law school with a LL.B or JD degree. Must possess an active license in good standing to practice law in the State of Texas or able to immediately activate license through Texas State Bar upon request.

For Attorney III: Should have 3 years of experience drafting and negotiating government contracts, information technology contracts or business transactions. Experience in government procurement contracts, or financial services contracts is preferred.

For Attorney IV: Should have 4 years full time experience as a practicing attorney. Experience in government procurement, financial services contracts, information technology contracts, commercial transactions, drafting contracts, or negotiating contracts is preferred.
