Attorney Advisor (Designated Agency Ethics Official) - SL 00 The candidate will be responsible for: Manage and administer the agency's ethics, Hatch Act and standards of conduct programs, and ensure compliance with applicable law. Supervises less than 25% of the time an ethics team of attorneys and management analysts. Administers and oversees an electronic system for tracking and evaluating the ethics program and the financial disclosure process, and maintains appropriate internal logs and records. Reviews and comments on difficult and complex cases involving eligibility for SBA Assistance and, when required, refers such matters to the agency's standards of conduct committee. Prepares for and responds to audits conducted by the Office of Government Ethics, General Accounting Office, Office of Special Counsel, and the agency's Office of Inspector General relating to the agency's ethics and Hatch Act programs. Administer an educational program for agency employees concerning all ethics, Hatch Act and standards of conduct matters are developed and conducted as required by law. Drafts and issues opinions of law on matters dealing with ethics, Hatch Act and standards of conduct laws and regulations, and on the agency's ethics, Hatch Act and standards of conduct programs generally. Such work product represents the final agency legal position on the subject matter. Provides advice and counseling to prospective and current employees regarding government ethics laws and regulations and providing former employees with advice and counseling regarding post-employment restrictions.
Qualification and Experience
The candidate should have following qualifications:
Must have a Law Degree (J.D. or equivalent) from an American Bar Association (ABA) accredited law school. Must be an active member in good standing of the bar of the highest court of any state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Ability: Demonstrated ability to research, plan, direct, and evaluate governmental ethics programs at the expert advisory level. Demonstrated experience serving as a Designated Agency Ethics Official, Alternate Designated Ethics Official, or Deputy Ethics Official. Ability to influence, and experience with negotiating and communicating with, high-level officials such as those in the Federal government involving government ethics issues. Demonstrated experience in leading or supervising a team of ethics professionals with varying levels of expertise.
