General Counsel Duties: Provides legal and strategic counsel, acting through its Board, CEO, and employees, consistent with the Colorado Rules of Professional Responsibility. For administrative purposes, reports directly to the Chief Executive Officer/Manager (CEO). Responsible for managing the Office of the General Counsel and overseeing the work of outside counsel, leading strategic and tactical legal initiatives, and providing effective advice on rules, policies and procedures, business strategies and their implementation. Represents in a wide array of matters, including water, property, contract, municipal, administrative, construction, employment, environmental, and other relevant areas of law. Appears on behalf of the Board in federal and state courts, administrative proceedings, regulatory matters, before government agencies, and in other outside contexts such as speaking and presentations. Manage the Office of the General Counsel, including the strategic and tactical direction of all legal initiatives and court and administrative litigation including: Lead personnel in the Office of the General Counsel, and appropriate outside counsel, ensuring the hiring, motivation and retention of a strong legal team with the best skills to handle a wide array of matters and assist Denver Water in advancing our strategic objectives; Manage the budget of the Office of the General Counsel, including effective use of resources, and management of workload, case management and projects. Act as a member of the Executive Team. Participate as a key advisor to the CEO/Manager, Executive Team and Board in the development and implementation of policies, procedures, programs, and business strategies. Exhibit a deep understanding of the business and business culture of Denver Water in a changing environment, including customer service and continuous improvement, and clearly and concisely communicate legal issues and alternatives to the business. Use the law to advance the strategic objectives of the business. Understand the external environment, analyze trends, identify issues and think through and articulate long term implications. Provide advice and insights on legal and ethical matters and the legal risk and strategic implications of all other matters. Attend all Board meetings and oversee the preparation of Board minutes and exhibits. Help ensure that Board has accurate and sufficient information with which to make informed decisions. Represent in federal and state litigation and administrative proceedings, regulatory matters and before government agencies. Represent in negotiations with external parties regarding claims, litigation, public policy issues, water supply issues, and agreements. Deliver public presentations to various audiences and participate in panels. Represent in state or national organizations. Perform other duties as directed by the Board and/or CEO/Manager.
Qualification and Experience
Qualifications: JD Degree from an accredited law school. Admission to the practice of law in Colorado. 12+ years' professional legal experience.
