Manager Annuity Filing The candidate will manage the drafting, filing and securing of state approvals of fixed annuity products and all related forms to support product development and other product initiatives. Will ensure products conform to state regulations. Serve as an internal resource on regulatory and product related issues and as a liaison to state insurance departments. Manage, develop and retain a team of Contracts Analysts. Proactively and independently support the development and implementation of new and revised annuity products. Work with the product development team to improve process efficiencies and speed to market. Establish filing strategy for each new product filing with input from key stakeholders as appropriate. Regularly measure and communicate status of state approvals relative to estimated approval dates. Responsible for the drafting and modification of language for new and existing contract forms. Collaborate with Legal as needed to secure necessary approvals within targeted timelines. Responsible for contract design and the development of other product materials. Interpret and apply state regulations as appropriate to ensure the language is in compliance. Responsible for the accurate preparation and submittal of policy forms to the appropriate states’ Departments of Insurance. Collaborate with state regulators to enable the company to secure each state’s written authorization/approval of filed forms. Effectively address decisions rendered by state personnel and, at times, openly and diplomatically address disagreement or concerns regarding disapproval of state filings. Establish appropriate procedures to prepare and maintain accurate documentation of policy form files and state approvals. Support Market Conduct Exams as needed. Provide regulatory input and perspective to product design and implementation teams. Collaborate with Legal as needed to understand risks and develop effective risk mitigation strategies. Collaborate with other departments, such as Legal, Compliance, Claim, Underwriting, Marketing etc. to address state objections and regulatory concerns. Continue to expand job and product knowledge by participating in industry and regulatory meetings. Identify emerging compliance trends and recommend changes to processes and forms as needed. Build a high performing team. Supervise personnel, which typically includes recommendations for hiring and firing, complete performance evaluations (Performance Management), department training objectives, work allocation, corrective action situations and problem resolution. Model company values. Support business areas with compliance activities by acting as a resource and/or compliance liaison, using analysis and judgment to suggest possible compliance actions and solutions. Drive and reinforce commitment to internal controls processes such as those under Model Audit Rule and Record Information Management. As stated within the Company Attendance and Punctuality policy, regular attendance is required and expected in order to meet the business service levels and workflow demands.
Qualification and Experience
The candidate should have Bachelor’s degree or equivalent business experience; FLMI or ALMI is preferred. Legal or paralegal training is helpful. 7-10 years related experience; managerial experience is a plus. Working knowledge of life insurance and annuity products and filing processes is essential. Excellent oral and written communication skill is essential. Proficient in use of PC software (MS Word, Excel, Access, or equivalent) is essential. Familiarity with SERFF state filing submission program is essential. Due to the financial nature and level of accountability of this position, a credit and criminal background check is required
