Senior Contract Manager- IT Software Duties: Draft, evaluate, negotiate and coordinate execution of enterprise software agreements using Health First templates. Respond to requests from end users, managers, developers and team members for specific IT contracts information. Assess potential legal and other contractual risk in context of contract provisions. Acts as a liaison between Information Technology, Supply Chain and corresponding operations manager for large dollar clinical applications. Manages the performance of software vendors to defined deliverables, key indicators and scope as defined by contract terms, including guaranteed Collaborates with those directly involved with software selection, implementation and maintenance to ensure appropriate feedback is received before software related decisions are made Supports, schedules and coordinates sourcing and contracting activities for I.T. centric projects that improve the care and safety of patients and employees as well as improve the processes and management of costs of Health First enterprises. Responsible for contract review, risk assessment and drafting contract changes within established guidelines provided by Health First legal counsel. Leads or participates in collaborative supply chain initiatives as the contract liaison with I.T., medical staff, administration, vendors, and other individuals to maximize patient care, patient and employee safety and ensure cost effective utilization of financial resources and sharing of opportunities. Serves as an I.T. and supply chain liaison for I.T. projects, to ensure appropriate evaluation of proposed system’s connectivity, interoperability and I.T. infrastructure within the project’s stated scope and objectives, according to the Technical Review Board Process. Advise Portfolio Contract Manager if proposed projects have system wide (IDN) implications to ensure organization effectively utilizes scarce resource in an effective manner. Participates in the I.T. sourcing operations for Health First and ensures there are no gaps in the selection, negotiating and contracting functions supporting enterprise application software and related system maintenance. Serves as the primary point of contact for day-to-day I.T. contract activities. Collaborates with information system leaders to communicate system changes and educational needs and serves as the liaison between outside vendors, supply chain and I.T. Serves as the point of contact for issues that relate to assessment, analysis, coordination, implementation, and reporting on I.T. contracting programs and service offerings or necessary technology applications that support these efforts. Responsible for end to end category management for assigned categories (e.g. software) including category strategy development, sourcing and contract administration. Drafts, reviews and facilitates bid process (RFx) for assigned projects. Responsible for supporting appropriate technology assessment, including participation in Technical Review Board (TRB) requests and Capability Maturity Model Integration (CMMI®) processes. Leads in the collaboration and development of programs involving software evaluations and implementations, and related purchased services. Establishes a calendar, agendas, and a process for the continual evaluation of software agreements and identification of cost reduction and cost containment opportunities. Works with health system I.T. leadership and supply chain management to facilitate new technology research and assessment, evaluations, cost impact analytics, and conversions. Conducts and participates in contract negotiations with vendor candidates: includes end users and clinical staff. Performs supply/service/equipment analysis of proposals and agreements. Engages stakeholders at all levels of the organization in collaborative efforts to identify and source the highest quality/low cost products (software) and services. Accountable for achieving annual non-labor expense targets. Develops and manages the analytical component of IT supply chain engagements, including: Identifying best practice models that improve cost-effective operational support. Ensures identification and quantification of cost savings opportunities available through optimization / standardization of products and processes. Validation and reporting of opportunities identified, decisions reached, costs incurred or savings realized. Analysis and Communication of summary reports, supportive materials, and tools for clear communication of activities. Support project managers in developing detailed action plans with timelines, roles, and responsibilities as a liaison with suppliers and supply chain staff.

Qualification and Experience

Qualifications: Bachelor’s Degree in Business, Health Administration or similar field. Masters of Business Administration, JD degree or certified contracts manager (e.g. CCCM, CPCM) preferred. 5+ years' experience in Sourcing / Contracting or leadership role in a complex integrated delivery network or academic medical center. Experienced negotiator with software, cloud services, Saas and hosted services, including ability to write statements of work and other related agreements. Familiarity with non-disclosure agreements (NDAs), HIPAA Business Associate Agreements and consulting services. Extensive knowledge of IT software and hardware licensing models used by various vendors for total value management. Experience with electronic bid platforms (e-RFx) is desirable. Must be able to communicate effectively in English (verbal & written) with all levels internally and externally.
