There is a vacancy for a Trial Attorney / Senior Trial Attorney on one of two defensive environmental litigation teams within the Naval Litigation Office (NLO), Office of the General Counsel (OGC), Department of the Navy (DON). Consistent with OGC/NLO policies and procedures, the attorneys on the defensive environmental litigation teams represent the DON in its defense against claims under various pollution control laws, especially the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA). The trial attorneys also represent the DON in litigation under natural resource protection and planning statutes such as the Endangered Species Act (ESA), the Marine Mammal Protection Act (MMPA), the National Environmental Policy Act (NEPA), as well as under real property laws. NLO environmental litigation attorneys work closely with Department of Justice attorneys, primarily in the Environment and Natural Resource Division. The cases are demanding, may involve hundreds of millions of dollars and/or affect Naval operations, and frequently require working with high-ranking officials.

The position will be filled under the General Schedule (GS) pay system at a grade from GS 13 through 15, depending on the qualifications of the successful applicant. To be selected at the GS-15 level, the applicant must have a minimum of five-and-a-half years of recent and relevant legal experience, to include environmental law or complex civil litigation (environmental litigation is preferred). To be selected at the GS-14 level, an applicant must have a minimum of three-and-a-half years of recent and relevant legal experience, including demonstrated experience in environmental law or complex civil litigation (environmental litigation is preferred). To be selected at the GS-13 level, the applicant must have in excess of two years of recent and relevant legal experience, including demonstrated experience in environmental law or complex civil litigation (environmental litigation is preferred).

Candidates will be evaluated on: 1) depth and quality of environmental law experience; 2) depth and quality of complex litigation experience; 3) demonstrated excellence in written and oral communication; and 4) interpersonal skills necessary to work cooperatively and effectively with people of diverse interests on difficult tasks under significant time constraints. Applicants with a record of making significant contributions to the advancement of DON OGC or equivalent federal, law firm, or in-house law offices, beyond day-to-day legal practice, are desired.

Successful applicants must have graduated from a law school accredited by the American Bar Association; be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia; and be admitted to practice before a state or federal court. The successful applicant must possess a SECRET clearance or be able to obtain and maintain such a clearance. U.S. Citizenship is a requirement of the position.
