General Attorney Duties: The candidate will act as primary coordinator and point of contact between A&D Center Specialists and Division of Enforcement/MAU investigative staff including by identifying analytical resources available to the staff. Assist with the design and development of new procedures, tools and methodologies for detecting and investigating market abuses. Provide expert advice and counsel on issues relevant to the identification and investigation of market and trading abuses, including insider trading and manipulation, large scale abusive market practices by institutions and market professionals, systemic regulatory violations, internal control violations, and other system-based or platform-driven trading abuses. Develop, maintain and disseminate expertise, insights and understanding of developments in areas related to trading and market abuses. Train investigative staff on potential abuses associated with securities trading practices and the use of analytical tools. Oversee administrative, technological and resource needs of A&D Center.
Qualification and Experience
Qualifications: The candidate should have J.D. or LL.B. degree with active membership of the Bar in good standing in any state, territory of the US, the District of Columbia, or the commonwealth of Puerto Rico. Must have 1 year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes: conducting investigations and providing interpretative advice on issues relating to investigations of violations of federal securities laws, and applying knowledge of the Federal securities laws, Commission rules and regulations. Knowledge, Skills, and Abilities: Knowledge of Federal securities laws and Commission rules and regulations. Knowledge of Generally Accepted Accounting Principles (GAAP), Public Company Accounting Oversight Board (PCAOB) Standards, International Accounting Standards, and related theories and concepts. Ability to investigate complex fact patterns involving accounting or auditing issues, and based upon an evaluation of the evidence formulate recommendations relating to accounting investigations. Experience and skill with data analytics techniques. Experience and ability to manage multiple work streams, including special projects in addition to core investigative work. Skill in forensic accounting relating to complex and difficult accounting and auditing investigations. Note: This job is open to current federal employees of this agency.
