Gender Affairs Officer, P4 Duties: Supports and guides the implementation of Security Council Resolutions on Women, Peace and Security and the related tools for gender equality. Supports the implementation of departmental guidance on gender mainstreaming in all aspects of peace and security processes and provides backstopping to field missions on the operationalisation of the policies and guidance in all mission components. Contributes to the design and implementation of a department-wide action plan to translate existing mandates and policies on the promotion of gender equality. Supports and/or advises the various departmental divisions, offices and sections on the formulation and implementation of policies and programs promoting gender-sensitive approaches and combating sexual and gender-based violence, including conflict-related sexual violence. Establishes working relationships with the different offices of the two Departments, supports the management of the gender task force at the HQ. Drafts, edits and provides substantive results based inputs for periodic reports, briefings and speeches on women, peace and security issues at strategic and operational levels. Provides inputs to planning processes, including mission concepts and operational planning; results-based budgeting frameworks for field missions and HQ; staffing tables and other planning tools. Supports the development and roll-out of gender related training modules and scenario-based training materials for all levels of peacekeepers: civilian, police and military. Conducts substantive research and analysis of gender issues in peace operations, utilizing analytical monitoring and evaluation processes, including indicators and benchmarks, to ensure measurement of progress in gender mainstreaming in programmes and policies as well as responses to sexual and gender-based violence in conflict settings. Collaborates with key stakeholders, including Member States, UN entities, civil society and other organizations that have complementary mandates for the promotion of women’s and girls’ rights and coordinates with them through participation in relevant inter-departmental and inter-agency mechanisms and forums for coordination, as well as with relevant regional organizations, national institutions and NGOs . Represents the Departments on gender related issues at workshops, conferences and events, as needed. Acts as Office-in-Charge of the Gender Team and provides day-to-day supervision of staff, when needed; carries out programmatic/substantive reviews of staff work and reports prepared by others and performs other duties as required.
Qualification and Experience
Qualifications: Advanced university degree (Master’s Degree or equivalent degree) in gender and women’s rights, development studies, social science or related humanities field, international relations, human rights, law, gender studies, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 7+ years of progressively responsible experience in policy development or advice, or programme management related to promotion of gender equality and operational gender mainstreaming is required. Experience in integrating gender perspectives into mainstream policies or programmes in conflict or post-conflict settings is desirable. Experience advising senior management and implementing the women, peace and security agenda is desirable. English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.
