ProfileContract Specialist, GS 9 - 11 Duties: The candidate will serve as a Contract Specialist for pre-Award and post-award functions associated with research and development, IT services and equipment contracts. Will receive and review DD Form 3953 Purchase Request and Commitment Form and supporting documentation. Ensure that performance work statement, independent government cost estimate, Contract Data Requirements List, sole source justification and any other required documents are full and complete; that funds are appropriately certified by the Finance and Accounting Office; and that the package has been properly signed and approved. Work is performed in support of tenant organizations of the Humphreys Engineer Center, HQUSACE, HECSA,IWR, SERDP.
Qualification and Experience
The candidate should have Bachelor's degree is (or higher degree) from an accredited educational institution and semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
GS-09 grade level: Must have 1 year of experience which prepared to do the work in this job. Specialized experience is defined as: preparing invitation bids to procure specialized supplies, equipment, services or construction; assisting in the utilization of various contracting methods and contract types relating to pre-award, post-award and contract process/cost analysis functions; performing duties which demonstrate a familiarity with business practices and market conditions to evaluate bid responsiveness, contractor responsibility and performance; executing price analysis in the review of contractor proposals and bids to ensure the prices quoted are reasonable; assessing sources of supply and characteristics of commodities and/or services in order to sufficiently identify potential suppliers involved in the contract bid process.
Master's or equivalent graduate degree or 2+ years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
GS-11 grade level: Ph.D degree or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Specialized experience is defined as: interpreting and applying contracting principals, policies, regulations in the administration of fixed-price and cost-reimbursable contracts; terminating contracts by analyzing, negotiating, and settling claims and proposals; conducting price analysis sufficient to review contractor proposals and bids; negotiating contract terms and conditions for furnishing products, services, construction, and research and development, to ensure the contacts are executed in the best interest of the organization; developing negotiations plans for individual contractors in order to identify specific areas within the contact that require negotiation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
