Human Resources Specialist (Recruitment/Placement), GS 09-12 Duties: The candidate reviews the application packages of applicants in accordance with agency's qualification standards. Drafts assessments and announcements based on classified position descriptions or functional statements and completed job analysis forms by Subject Matter Experts (SMEs) in the USA Staffing system. Sends reviews to Hiring Managers to make changes/edits to announcements. Posts announcements on USAJOBS website. Issues certificates to Hiring Managers. Sends Notice of Ratings and Referrals (NORs), and disposition letters to applicants. Audits and completes certificates. Updates various documents, spreadsheets and databases regarding recruitment and staffing. Reviews recruitment packages to ensure all documents are received from the service lines for the recruitment requests. Consults with supervisors/managers regarding the marketing sources for viable applicants for positions and recommends strategies for overcoming employment barriers. Provides technical advice and assistance to HR staff and management officials in all areas of recruitment and staffing. Supports employment programs by advising supervisors/managers on the fundamental legal and regulatory provisions of these programs. Coordinates and works with leadership regarding priorities for positions to be filled. Troubleshoots and resolves recruitment requests and contact Hiring Managers to finalize recruitment actions. Processes a variety of requests for personnel actions (RPAs) to fill a variety of positions and ensures that all personnel actions meet regulatory requirements. Evaluates trends in missions, technology, manpower, fiscal resources and other factors influencing future needs. Advises staff on difficult and unusual recruitment, placement, and pay issues or problems. Advises on the selection of SMEs and the rating panel process. Provides advice to management and resolves problems that arise in administering recruitments. Prepares written correspondence and other documents, such as newsletters, congressional inquiries, responses to reconsiderations, verbal and/or written inquires from employees and other internal/external customers. Provides guidance to internal/external customers on regulations, policies, directives and applicable supplements. Consults with Hiring Managers on recruitment strategies, such as job fairs, social media, recruitment campaigns, graduates, colleges/universities, private sector and other specialty talent. Creates benchmarks by utilizing quantitative and qualitative recruitment data from OIG, annual workforce planning studies, special initiatives, and other applicable studies and data to achieve short and long-term recruitment outcomes.

Qualification and Experience

Qualifications:
For GS-09: Must have served 52 weeks at the GS-07.
For GS-11: Must have served 52 weeks at the GS-09.
For GS-12: Must have served 52 weeks at the GS-11.

Qualification based on Experience and/or Education:
For GS-09: The candidate must have 1 year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: performing internal/external recruitment & placement (R&P) duties for Hybrid Title 38, etc.; provides a range of R&P for simple organizational assignments; supports staffing methods for recruitment actions; able to assist in giving guidance for general hiring practices; researches regulations/directives and resolves basic HR issues; works closely with HR team, managers & supervisors on hiring actions; uses judgment to assist to best support R&P programs; partners with HR team to provide oversight of R&P programs and service lines that include the following responsibilities: coding personnel actions, developing vacancy announcements, determining qualifications and eligibility, issuing referral lists.
OR
May substitute education for the required experience. To qualify based on education for this grade level, must have a Master's degree or equivalent graduate degree in a related field OR 2 full years of progressively higher level graduate education leading to such a degree in a related field OR LL.B or J.D in a related field.
OR
May also combine education and experience to qualify at this level. Must have a combination of specialized experience and education listed above.

For GS-11: The candidate must have 1 year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: extensive knowledge of federal personnel regulations and laws as it applies to recruitment and placement, providing consultative advice and guidance on processing personnel actions, staffing and recruitment, and compensation issues including special pay, highest previous rate (HPR), above minimum entrance rates (AMER) and incentives; perform the full range of recruitment and placement functions related to Hybrid Title 38 positions. Developing recommendations or solutions for human resources management issues using knowledge of employment laws and regulations.
OR
May substitute education for the required experience. To qualify based on education for this grade level, must have a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR a LL.M, in related field.
OR
May also combine education and experience to qualify at this level. Must have a combination of specialized experience and education as listed above.

For GS-12: The candidate must have 1 year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: performing highly technical internal/external recruitment & placement (R&P) duties; in-depth knowledge of federal personnel regulations and laws as it applies to recruitment and placement, providing consultative advice and guidance on processing personnel actions, staffing and recruitment, classification and position management, and compensation issues including special pay highest previous rate (HPR), above minimum entrance rates (AMER) and incentives; perform the full range of recruitment and placement functions related to Hybrid Title 38 positions. Developing recommendations or solutions for human resources management issues (e.g., develop new recruitment strategies to identify better qualified candidates) using knowledge of employment laws and regulations.
