Auditor, GS 7 – 12
Duties : Provides senior level professional audit services, which include the examination, analysis, presentation and interpretation of accounting data records and reports, and providing advice and assistance to management and program officials. Plans audits covering broad and highly complex functions, programs, or systems throughout DFAS. Plans work requirements to meet assigned audit objectives to include developing methods, techniques, timeframes and resource requirements to identify audit issues. Independently conducts or assists in leading audits of significant scope and mission impact. Conducts independent assessments of DFAS plans, programs, and operations ensuring that laws and regulations, internal controls, and DFAS performance goals are addressed. Performs audits and provide information to decision-makers to improve system design, development, and operations with the goal of improving public accountability. Uses computer-assisted audit techniques, statistical sampling, and other methods of structuring and analyzing data to surface audit findings for accounting and finance programs. Communicates complex and technical audit issues; such as summarizing audit results and addressing management issues that surfaced during the audit. Prepares or assists in preparing audit reports, extensive comments, authoritative recommendations, and informal briefings with management, which present audit findings and cite applicable laws, regulations, and/or policies and procedures. Conducts systems or systems-related audits by examining and testing financial records and management controls to determine the degree of efficiency, economy, and effectiveness with which the serviced activities operate. For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualification and Experience

Qualification : Must have finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.

To qualify, must meet one of the basic requirements described below: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR (2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

In addition to meeting the basic requirement, must possess 1+ year of specialized experience equivalent to the next lower grade in the Federal service, which demonstrates the ability to perform the duties of the position. GS-07 Specialized Experience is defined as experience applying knowledge of accounting or auditing laws, principles, systems, policies, methods, and practices to analyze and evaluate reports or other documents from financial systems; gathering financial data from various sources related to a specific financial issue; and researching financial policies and laws to identify common financial issues.

GS-09 Specialized Experience is defined as experience applying professional accounting knowledge and auditing laws, regulations, policies and procedures to resolve basic problems relating to auditing and compliance review work. Examples of qualifying specialized experience include analyzing financial and statistical data; providing professional accounting advice to managers; analyzing and reconciling accounts and transactions; formulating routine financial reports and implementing fiscal year-end closing procedures; evaluating audit programs and making recommendations.

GS-11 Specialized Experience is defined as experience providing professional accounting and auditing knowledge, standards and principles to effectively conduct financial management or performance audits by analyzing financial and statistical data. Examples of qualifying specialized experience include performing or advising on work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of an activity; Assisting in developing or modifying audit plans, programs, and techniques in dealing with audit problems; analyzing policies, procedures, internal controls, and activities; conducting operations audits to develop recommendations for improved economy and efficiency which results in cost avoidance or effects cost reduction.

GS-12 Specialized Experience is defined as conducting professional audits using the standards, theories, concepts, and practices of auditing, management, and accounting. Work conducting professional audits may include the following types of tasks: Analyzing an organization's accounting systems and operations to determine the degree of regulatory compliance and adherence to accounting principles or management practices of the function being audited; performing audits to determine the adequacy of internal controls and their operational effectiveness; writing reports of audit findings and conducting presentations to identify deficiencies and recommendations for improvements; or preparing audit plans, approaches and guidelines to examine a function or program using various audit techniques such as interviews, systems data gathering and statistical analysis.

Education : GS-07 position : Substitution Of Education For Specialized Experience: One full year of graduate level education or superior academic achievement (SAA) may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements OR Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Bachelors degree required or a senior in college can apply with certain considerations (please use link to OPM to determine if you qualify)(1) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.(2) Grade Point Average (GPA) - 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.(3) Election to membership in specific National Scholastic Honor Societies.Additional information on S.A.A. and/or which Honor Societies are recognized click on the link to the Office of Personnel Management (OPM) Classification & Qualifications Standards: Superior Academic Achievement

GS-09 position : Substitution Of Education For Specialized Experience: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-11 position : Substitution Of Education For Specialized Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-12 positions: Education is not substitutable for specialized experience at this grade level.
