Administrative/technical Specialist, NT 3 – 4
Duties: Provide support for small and large-scale procurements and material tracking. Support all programs across Division in all procurement activities (e.g., micro-purchases done with the Government purchase card, MILSTRIP, contract package review/preparation, Simple Acquisition Program (SAP) purchases). Generate quotations, cost estimates, and statements of work (SOW) in support of Division projects. Assist with financial tracking of purchase commitments, obligations and expenses through procurement and financial systems (e.g., Integrated Budget Planning and Execution System, Wide Area Workflow and Enterprise Resource Planning). Provide summary reports on procurement request status on a regular basis as determined by the Division Head and Division Business Office.

Qualification and Experience

Qualification: For NT-04 Level: Must have 1+ year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing procurement and material tracking processes and procedures for an organization to determine and apply the most efficient and effective use of budgeted financial resources for assigned programs.

For NT-03-03 Level: Must have 1+ year of specialized experience at or equivalent to the NT-02 pay band (GS-05/08 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Supporting procurement and material tracking processes and procedures within an organization.

Education: The Office of Personnel Management (OPM) authorizes the substitution of education in lieu of meeting the above stated specialized experience at both pay bands, as follows: For NT-04 Level: Successful completion of a Ph.D. or equivalent doctoral degree; -OR- Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; -OR- Successful completion of an LL.M. degree that is related to the position being filled. Possess a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

For NT-03 Level: Successful completion of a master or equivalent graduate degree; -OR- Successful completion of two full years of graduate-level education leading to a master's degree; -OR- Successful completion of an LL.B. or J.D. that is related to the position being filled. OR Possess a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
