Senior Subcontract Specialist
The candidate will be responsible for sourcing, negotiating, awarding and managing various subcontract types, both domestic and international. Supports supplier identification/engagement early in the pursuit of new business. Interfaces with Integrated Product Teams to understand technical challenges and provide solution options. Compiles and analyzes industry/market and Raytheon data to select suppliers. Compiles technical, quality, delivery and contractual requirements and prepares/issues requests for quote/proposal. Ensures that enterprise, prime contract, category/product/service specific requirements are properly communicated to suppliers. Participates in gate reviews and capture/proposal efforts. Analyzes supplier quotes/proposals, utilizes source selection techniques (best value, total cost of ownership, etc.), performs cost/price analyses, establishes negotiation objectives/strategies, supports negotiations, and identifies supplier risks/opportunities. Executes to Raytheon and customer requirements including government regulations (such as FAR/DFAR), public law and Raytheon policies and procedures. Manages supplier performance to cost, delivery/schedule, quality, technical and programmatic/contractual requirements and supports the Supply Chain Lead for all supplier evaluations. Must have 4+ years of supply chain, subcontract management, procurement, finance or related experience. Should have experience with various subcontract types including to T&M, Labor Hour, FFP and Cost reimbursable. Must have experience with presentations (verbal and written) to senior leadership and key stakeholders. Should have experience with the Federal Acquisition Regulations (FAR and DFARS). Must have experience with Material Resource Planning (MRP) tools such as SAP/PRISM. Should have experience with Microsoft EXCEL, WORD, PowerPoint, MS Project. Must have experience managing critical strategic suppliers that are competitors and suppliers. Should have experience engaging international suppliers and experience in program/project management. Bachelor’s Degree required (B.S. or B.A.) in Supply Chain, Business, Engineering or related field. Or equivalent combination of education and experience ( Bachelor Degree = 8 years of additional applicable experience). Master’s Degree in Business or Juris Doctor (JD) is a plus.
