City Attorney The candidate will have competence in general areas of municipal law and know when to seek outside legal services in those areas that fall outside of his/her direct experience or capacity of the office. It is preferred that the new Attorney will have direct experience with employment law, contract law, economic development and redevelopment, land use, planning and zoning. Assumes full management responsibility for all department services and activities, including civil litigation, preparation of ordinances, subsequent prosecution of ordinance violations, and preparation of resolutions and other legal documents. Manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within policy, appropriate service and staffing levels; and allocates resources accordingly. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; and identifies opportunities for improvement, and directs the implementation of changes. Acts as official departmental representative to other departments, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; and negotiates and resolves sensitive, significant, and controversial issues. Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary and termination procedures. Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures. Manages and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and directs the preparation and Implementation of budgetary adjustments as necessary. Coordinates departmental activities with those of other departments and outside agencies and organizations; provides staff assistance to the Manager and Mayor and Council; and prepares and presents staff reports and other necessary communications. Responds to and resolves sensitive inquiries and complaints from both internal and external sources. Reviews and signs all higher-level department communication, including ordinances and contracts. Attends Council meetings and takes necessary action regarding Council agenda items. Represents the firm interests before court and administrative proceedings as required; and prosecutes cases related to the Municipal Code. Represents the organisation in litigation leave involving its officials, employees, staff, or agents. Oversees the analysis and review of legally-binding contracts; and provides legal opinions and recommendations to ensure proper and effective representation in such matters. Renders legal opinions to the Mayor and Council; Manager, boards and commissions, and department staff as required; and conducts on-going legal research in connection with pertinent municipal legal issues. Provides staff support to a variety of boards and commissions; attends and participates in professional group meetings; and stays abreast of new trends and innovations in the field of municipal law. Performs related duties and fulfills responsibilities as required.
Qualification and Experience
The candidate should hold a JD degree from an accredited school of law, a license to practice law in Texas or have the ability to obtain within 9 months, hold a Texas Class "C" driver's license, and any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job. Should have 10 years of progressively responsible legal experience and 5 years of experience supervising other attorneys and legal support staff is required.
