Legal Analyst I/II (Real Estate Paralegal) Duties: The candidate will perform paralegal duties related to legal transactions for the Housing department. Typical assignments may include preparation and/or review of real property financing documents and other lender documents, real property acquisition documents, escrow instructions, and consultant and grant agreements. Other duties may include: drafting and/or reviewing resolutions and ordinances, coordination with City or other government departments or agencies, involvement in the Council agenda process, and responding to public record act requests.
Qualification and Experience
Qualification: The candidate should have successful completion of a Bachelor's degree from an accredited college or university. Additional years of increasingly responsible investigations or paralegal work experience may be substituted for up to 2 years of the education requirement on a year-for-year basis. Completion of a Paralegal program, or possession of a Paralegal certificate, may be substituted for 1 year of the required experience or education requirement. Should preferably be a Paralegal experienced in preparation and/or review of real estate loan documents, closing of escrows for real estate financing transactions (including review of preliminary title reports and title policies). Experience for Legal Analyst I: Three years of increasingly responsible investigations or paralegal experience, of which at least one year has been at a level comparable to an Associate Legal Analyst with the City. Completion of a Paralegal program, or possession of a Paralegal certificate, may be substituted for one year of the required experience or education requirement. Experience for Legal Analyst II: Six years of increasingly responsible investigations or paralegal experience, of which at least three years has been at a level comparable to a Legal Analyst I with the City. Completion of a Paralegal program, or possession of a Paralegal certificate, may be substituted for one year of the required experience or education requirement. Desirable Competencies: Demonstrates knowledge of and experience with drafting, reviewing, and editing various types of contracts, knowledge of a governmental or agency body's agenda process, and knowledge of legal principles and terminology. Communicates and listens effectively and responds in a timely, effective, positive and respectful manner; written reports and correspondence are accurate, complete, current, well-organized, legible, concise, neat, and in proper grammatical form; responds to statements and comments of others in a way that reflects understanding of the content and the accompanying emotion; asks clarifying questions to assure understanding of what the speaker intended, ensures consistent communication takes place within area of responsibility. Experienced with common business computer applications including: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel. Develops effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skills. Identifies and understands issues, problems, and opportunities; uses effective approaches for choosing a course of action or developing appropriate solutions.
