General Counsel The candidate will manage the staffing and operations of the Legal Unit. Will lead the Unit in the development and implementation of goals, objectives, and measures of success for the Unit. Recruit, select, train, evaluate and develop Unit staff. Direct, coordinate and review the work plan for the unit; meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow and evaluate work products, methods and procedures; and identify and monitor unit budgetary requirements. Identify opportunities for improving service delivery methods and procedures. Direct and participate in the drafting of legal analysis, correspondence, regulations, bulletins, guidance, and proposed legislation. Render legal opinions and conduct ongoing legal research in connection with insurance regulatory matters and assist the Commissioner in adjudicative proceedings. Direct, coordinate and manage the Department's response to Right to Know requests, litigation holds and discovery requests. Serve as the Department's primary point of contact with Department of Justice counsel. Assist the Director of Planning and Personnel concerning complex matters related to personnel policies, progressive disciplinary action, and compliance with employment laws. Appear in administrative proceedings to represent the Department's interests as required and coordinate with the Department of Justice on litigation involving the Department. Attend and participate in professional group meetings; stay informed of trends and innovations in the field of insurance law and regulation.
Qualification and Experience
The candidate should have a J.D. degree from an ABA recognized law school. Must have 10 years of increasingly responsible legal experience with 4+ years of supervisory experience. Should be an active member of the New Hampshire Bar Association and in good standing. Knowledge of insurance law and/or administrative law and procedure is preferred.
