Duties WHAT IS THE PROCUREMENTDIVISION? If you are selected for a position with promotion potential, you will receive training to help you grow in the position. Serves as subject matter expert that actively reviews complex acquisition package strategies to provide advice and guidance to Office of Chief Procurement Officer (OCPO), Chief Information Officer (CIO), and the Department of the Treasury stakeholders to influence sound acquisition business decisions supporting the mission of the Service. Leads detailed reviews of complex and high value procurement actions to ensure compliance with federal acquisition regulations, internal and Agency operating policies and procedures, and to influence new and/or revised procedures for the overall improvement of OCPO operational efficiencies. Serves as an advisor to OCPO on acquisitions of highly complex supplies and services, which have a significant impact on the effectiveness, and timeliness of the entire tax system nationwide. Leads collaboration efforts through advising and guiding staff/stakeholders through the process and execution of Assignment of Claims, Novation Agreements, Protests, and Terminations to determine and ensure compliance with the FAR, DTAR, DTAP, and IRSAP supplemental regulations. Oversees the receipt of confidential GAO (Government Accountability Office), Court of Federal Claims, or agency-level protest actions. Notifies the contracting officer and management of the official protest filing, due date for submission of the response file, and the requisite support documentation. Monitors activity and provides the Office of The Chief Procurement Officer's executive with status updates as required. Serves as an Office Director's representative on cross-functional task forces or committees. Represents the views and interest of an Office Director, and within delegated authority, commits the Office to courses of action. Leads and participates in the formulation of the Procurement Director's short-range and long-range Strategic Business Plan and Annual Quality Plan. Presents the results to the Procurement Director for concurrence. Serves as Lead for Treasury Inspector General Tax Administration (TIGTA) audits, General Accounting Office (GAO) audits, Office of Chief Financial Officer (CFO)/ Internal Controls Reviews, and other IRS stakeholder data request.

Additional information Qualifications Continued GS-15 LEVEL: Ensuring the award and administration of contracts complies with applicable contracting laws, directives, and policies; Managing the procurement of all types of equipment, supplies and/or services using multiple acquisition strategies including competition or contracting by negotiations, settlement of terminations for convenience and default, claims for delay and disruption, and resolution of contractor performance issues. Qualification and Experience Qualifications One year of experience refers to full-time work; part-timework is considered on a prorated basis. OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on or after January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. SPECIALIZED EXPERIENCE/EDUCATION for GS-07 LEVEL: In addition to meeting the basic requirement (positive education/experience) outlined above, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Award and administration of contracts using Government acquisition principles, contract laws (e.g., Federal Acquisition Regulations-FAR) while using various types of contracts and applying negotiation and vendor award techniques to acquire products and services that meet agency requirements. Performing contract management and/or contract property administration, executing contract modifications, and/or performing procurement planning with small and socio-economic business considerations while interacting with the program office to develop the procurement approach. Communicating both verbally and in writing to generate various documents for various audiences (e.g., explaining to contractors, stakeholders and customers regarding procurement matters, discussing program needs, solicitation documents, file documentation). Using basic mathematical computations to perform price analysis (e.g., comparing, reviewing, analyzing and evaluating price or cost information in contractors' proposals). Examples of experience may include utilizing Simplified Acquisition Procedures, executing awards using GSA Federal Supply Schedules and/or delivery/tasks orders against existing contracts to meet agency needs. OR You may substitute education for specialized experience as follows: Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR At least one (1) full academic year of graduate education or law school.
