General Counsel
The candidate will serve as the chief legal advisor to the Chief of Police providing legal advice and review on a range of matters and ensures the adequacy of legal advice and services provided. Supervises the day-to-day activities of the Office of the General Counsel staff and ensures superior work product. Develops and institutes legal program guidelines, new and improved policies, procedures and processes to effect efficient program operations. Independently plans, develops and institutes short- and long-term department plans and activities, incorporating strategic provisions, as necessary. Reviews MPD’s operations in order to provide recommendations that will allow the Department to formulate strong legal strategies in critical or sensitive cases or potential cases. Prepares testimony for presentation at hearings before the Council of the District of Columbia, congressional committees, and other public appearances. Also, represents and speaks for the Chief on various complex and sensitive issues. Prepares legal documents on complex and substantive matters of an urgent nature, providing summary analyses of issues and recommendations for consideration of the Chief. Conducts extensive and detailed research of legal documents dealing with proposed laws and amendments to existing laws to assure conformance with legal requirements. Plans, coordinates and administers operations of the Office of the General Counsel through subordinate managers and supervisors. Engages in the performance of functional responsibilities of subordinate organizational units. Devises and implements feedback systems, performance measures and benchmarks, to assure adequate performance and successful goal achievement. Identifies barriers to quality legal services; designs effective strategies to resolve issues; and implements corrective actions. Develops and drafts new or amended legislation and prepares MPD comments on proposed or pending legislation, in partnership with the Executive Director for Strategic Change Division. Drafts rules and regulations implementing the MPD's statutory authorities. Devises a system of controls and keeps carefully documented records. Plans, develops and directs the design and implementation of the data automation systems for the management and administration of the office. Formulates and guides feasibility studies to consider data automation applications. Provides oversight to staff who administer the Department's Labor Relations, FOIA (Freedom of Information Act) and PA (Privacy Act) programs. Provides legal guidance in making sure that the Department is a recognized national leader on protecting First Amendment activity and scheduled parades and mass gatherings; on community policing; on victim services and other contemporary police issues. Performs other related duties as assigned.

Qualification and Experience

The candidate must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 180 days of appointment. Must possess a professional law degree (J.D., LL.B, or LL.M) from an American Bar Association (ABA) accredited law school at the time of appointment. Must have at least ten (10) years of specialized professional legal experience following law school graduation, including at least six (6) years of supervisory experience. Specialized experience for this position includes: experience performing professional work as a licensed attorney in a General Counsel's office of a District or federal government agency or a private sector organization, or in a law firm; representing clients as a licensed attorney before federal or state administrative agencies and/or before relevant courts; providing advice or counsel to clients on legal matters; and drafting briefs for matters before relevant courts. Professional legal experience in a law enforcement entity is preferred. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, and small parts. A background investigation, to include a criminal, traffic and credit check are required.
