Associate Client Services Counsel Responsibilities: The candidate will possess strong counseling, writing, and interpersonal skills. Experience and/or work with aging and/or disability populations is preferred. Activities to be pursued by the Associate Client Services Counsel, in concert with other Medicare Rights Center staff, include the following: Provide telephone and email counseling to people with Medicare, their caregivers, and the professionals serving them, applying research and knowledge regarding Medicare eligibility, enrollment, coverage, administrative procedures, appeals, low-income programs, Medicaid long-term care services and supports, and coordination of health insurance benefits. Provide casework assistance to clients and Medicare Rights staff who are troubleshooting complicated Medicare and related health insurance issues. Research, analyze, and interpret health care-related statutes, regulations, and sub-regulatory guidance to inform the organization’s counseling, casework, and education. Prepare and draft letters for Medicare- and Medicaid-related appeals and briefs for Administrative Law Judge (ALJ) hearings and plan level appeals. Capture accurate client data and stories to inform Medicare Rights’ policy efforts, future projects, and educational materials. Develop and edit policy newsletters, reports, testimony, and regulatory and sub-regulatory comments, as needed. Train Client Services and other staff, as needed, on new Medicare topics. Suggest improvements to Medicare Rights’ internal counseling, training, data collection, referral, and other systems, and inform the organization’s strategic plans. Other duties and special projects as assigned.
Qualification and Experience
Qualifications: Law degree required and admitted to or pending admission the New York State Bar. Experience with Medicare, Medicaid, and/or other public health programs preferred. Demonstrated ability to communicate effectively, with a particular competency to convey complicated legal topics to a variety of audiences. Excellent writing, research, analytic and advocacy skills. Proven ability to identify trends in order to connect consumer experiences to broader Medicare and health policy efforts. Proven data collection and analysis skills. Ability to set priorities, meet deadlines, and contribute to multiple projects. Spanish language fluency a plus.
