Import Specialist, GS 9 - 11 The candidate will be responsible for: Assisting CBP Officers in determining admissibility of merchandise and making other import-related decisions. Screening entry document packages for full range of regulatory and legal requirements. Verifying tariff classification and appraising imported articles and products. Traveling is required.

Qualification and Experience

The candidate must have the following qualifications:
For GS-9: Must have 1+ year of specialized experience, to include knowledge of the provisions, laws, regulations, procedures, practices, and documentation related to customs processes for entry and examination of imports; knowledge of the Tariff Schedules of the United States; understanding of the basic principles, factors, and terms used in determination of tariff classification and value, and knowledge of the provisions of federal laws and regulations on prohibited and restricted items and requirements for admittance into the United States and into commerce.

For GS-11: Must have 1+ year of specialized experience, to include knowledge of customs laws, regulations, provisions, policies and procedures governing imported transactions; knowledge of the Harmonized Tariff Schedule of the United States and the classification of goods based on the different subheadings and the General and Additional U.S. Rules of Interpretations (GRI); understanding the basic principles, factors, and procedures used for determining classification, value, and admissibility of imported goods; proficient in screening incoming entry documents for compliance, admissibility and applicability of quota or other import restrictions.

Education substitution:
For GS-9: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D. or LL.B. degree may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 36 semester hours should be considered as satisfying the 2 years of full-time study requirement.

For GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in an accredited college or university, may be substituted for experience at the GS-11 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of fulltime graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 54 semester hours should be considered as satisfying the 3 years of full-time study requirement.
