ProfileContracts & Compliance Manager The candidate will be responsible to Execute or advise in all phases of the bid / capture / execution of Contracts including pre-solicitation, estimating, proposal submission, award capture, negotiations, scheduling, procurement, and fulfillment of bids and orders. Provides expert guidance to senior management in the review and evaluation of contract terms, technical specifications, contractual requirements, and special provisions. Ability to draft commercial contractual language, identify salient terms, and negotiate key clauses impacting the business and corporation. Negotiate overhead rate agreements, supplementary agreements, memorandum of understanding, etc. Support senior leadership in the resolution and negotiation of claims or disputes. Evaluates price increases due to wage or annual inflation indices. Work with Sales and Business Unit leadership to oversee the management of a small contracts / customer service team that ensures the customer facing side of the Government Business Unit properly executes and satisfies customer needs.
Qualification and Experience
The candidate should have Bachelor's in related field with 3+ years of contracts experience within the Aerospace industry and have knowledge of Commercial, Federal, and DoD purchasing and contracting procedures including but not limited to the FAR, DFAR Supplements, and Defense Logistics Acquisition Directive (DLAD). Experience in contract management including evaluating and negotiating technical proposals, price proposals, modifications, terms and conditions. Ability to multi-task on multiple contracts in a fast paced environment. Advanced Microsoft Office/Excel, Knowledge of regulations, requirements governing Cost Accounting Standards (CAS), financial analysis, business and industry practices. Experience using contract systems, supply chain management and logistics tracking. Must be US citizens or Permanent Residents and must be able to obtain a Public Trust clearance. Advanced degree (Business finance, Logistics Management, Contracting, Law, etc.) Contracting certification (DAWIA, NCMA, or comparable private sector) is preferred. Must be familiarity with Federal appropriations and fiscal law and Import & Export Control Law and regulations including International Traffic in Arms (ITAR) Regulations. Familiarity with procurement regulations, polices, programs, and procedures associated with the acquisition of aircraft systems, components and equipment. Implement revisions and modifications to contracts and negotiating positions based on work scope, engineering, logistical, economic and administrative changes. Ability to analyze and evaluate complex proposals and effectively negotiate terms and conditions of contractual agreements as well as the cost and price of the subject effort.
