Attorney Senior Counsel - Civil, Government Advice The candidate performs senior level, advanced litigation work representing various Maricopa County agencies and employees in claims and lawsuits filed against them in Federal and State Courts with minimal direction and supervision. This position performs senior level, advanced litigation work representing various Maricopa County Board of Supervisors, County Attorney, County Sheriff and County departments on budget, finance, contracts, intergovernmental agreements, and federal grants with minimal direction and supervision. Communicates effectively with clients, staff, courts, and other administrative agencies. Reviews and analyzes relevant law to effectively advise clients and represent the County in litigation. Provides thorough review of contracts to comply with statutory restrictions, protect the County's financial interest, and to reduce exposure to liability. Advises County Departments on election matters as well as complex budget and financial matters including the County's constitutional expenditure limit and specifically designated funds. Reviews and responds to citizen complaints filed with the County Attorney's Office in civil enforcement matters. Provides advice to County clients regarding public records, conflict of interest, procurement, and open meeting laws. Attends board meeting to advise on open meeting laws as needed. Works within County computer system to communicate with clients effectively and efficiently, and to respond to urgent matters when needed.
Qualification and Experience
The candidate must have Juris Doctorate degree from an ABA accredited law school and eight (8) years of experience practicing civil law. Must possess or have the ability to obtain by the time of hire a valid Arizona driver's license. Successful candidates must be admitted to practice law and be in good standing with the State Bar of Arizona at the time of application. Should have knowledge of: Court laws, court decisions, and rules of evidence and procedures. Presenting and arguing cases in court and to handle unanticipated problems smoothly. Principles, methods, materials, practices, and references utilized in legal research. Word processing computer programs. Contract and procurement law. Must have skill in: Communicating effective, orally with clients, judges, other agencies and members of the public by telephone or one-on-one or group setting. Applying legal analysis, research, and writing techniques and tools in order to draft clear, concise, and organized legal correspondence, memoranda, documents, and pleadings. Interviewing witnesses to obtain facts regarding case. Client communication/interfacing. Courtroom advocacy and communication. Analytical research and writing. Experience practicing law in a government setting is essential. Should have experience with Microsoft computer systems.
