Contract Specialist Duties: The candidate assists in performing market analysis to determine the availability of commercial items and possible vendors. Identifies new sources based upon projected needs of the Government and industry analysis. Resolves specification and scope of work problems which limit competition among users; modifies contractual clauses which discourage potential offerors from participating; works with contractors and potential offerors to identify industry concerns regarding Government needs; and determines the most advantageous time and method to solicit offers. Coordinates with industry associations and the Small Business Administration in efforts to expand competition. Serves as the Local Agency Program Coordinator (LAPC) for a unit or group of units, such as a zone. In this role, the employee has responsibility for monitoring and reviewing the purchase card transactions of unit cardholders, providing guidance and training to cardholders on the assigned units, managing documentation and fiscal year certifications, and providing upward reporting to the Regional Agency Program Coordinator (RAPC). Manages and serves as the primary technical authority on simplified acquisition procedures for the unit. Ensures the simplified acquisition program operates efficiently, effectively, and in accordance with existing laws, regulations, and policies. Develops procedures for the unit to ensure this is attained. Counsels other contract specialists and purchasing agents and provides advice or assistance to resolve problems. Serves as information source to other contract specialists and purchasing agents on simplified acquisition methods and sources of supply. Develops solicitations. Determines quantities to be included in a solicitation based on economical order quantities, market conditions, delivery requirements, production capabilities, specifications required, and pre-award samples. Determines specific contract language and clauses, and selects the appropriate type of contract. Determines minimum or maximum order limitations, method of award, transportation and delivery, and publication and distribution of solicitations. Evaluates bids or offers submitted; determines responsiveness to the solicitation; evaluates offeror's capacity to perform and comply with contract clauses, scope, and specifications; coordinates with technical specialists on bid samples; and evaluates protests and mistakes in bids. Assists in performing price analysis, analyzing commercial pricing practices applicable to Government needs and economic developments relative to increased material, labor, or transportation costs as reflected in price indices. Evaluates cost and price data submitted by offerors to support direct and indirect costs and fee or profit. Determines reasonableness of prices offered. Participates in negotiations on price, technical requirements, terms, and conditions of the contract. Recommends award in accordance with delegated authority. Ensures that the procurement duties are implemented in accordance with the provisions of the Federal Acquisition Regulation and its supplements, to include Department and Agency policy and procedures. Participates in pre-work conferences with contractors and Contracting Officer Representatives (COR's) to assure they all adequately understand terms, provisions, and general requirements of the contract. Makes necessary inspections to ensure compliance by contractors with provisions of the contract, supplementing inspections by COR's and other technical experts. Makes inspections to ensure that the COR's properly execute their duties and responsibilities. Reviews contractor requests for deviations to contract terms or specifications and determines action to be taken. Recommends modifications to contracts as necessary. Recommends approval or diapproval of progress payments, special payments on fixed-price contracts, requests for overtime, proposed subcontractors, and other special requests. Recommends termination of contracts for default when contractor performance threatens program accomplishment and termination is in the public interest. Prepares necessary termination documents and settlement history. When contracts are terminated for the convenience of the Government, participates in negotiation of settlement of contractor's claims. Upon contract completion, ensures necessary actions are taken to close the contract file.

Qualification and Experience

Qualifications: The candidate should have a four-year course of study leading to a Bachelor's degree with a major in any field;
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

For GS-07: The candidate must have 1 year of specialized experience equivalent to at least the GS-05 grade level.
OR
One full year or more of graduate education or law school (Graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management);
OR
An appropriate combination of graduate level education and specialized experience described above.
OR
Superior Academic Achievement: The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Specialized Experience at GS-05: Assisted senior professionals in drafting and editing standard contracts, or other legal documents, reports, and correspondence. Maintained files and statistical data on contracts, statements of work, and bid solicitation documents. Assisted in the preparation of statements of work and solicitation documents, as a trainee

For GS-09: The candidate must have 1 year of specialized experience equivalent to at least the GS-07 grade level.
OR
Two full years of progressively higher level graduate education or Master's or equivalent graduate degree or LL.B. or J.D. (Graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management);
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level.) The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills and abilities necessary to do the work.

Specialized Experience at GS-07: Assisted in procuring off-the-shelf items or services available from numerous sources. Reviewed requisitions and recommended procurement methods. Performed basic computations related to a contract cost/price analysis.
