Attorney - State Regulatory
The candidate will provide legal and regulatory advice related to state insurance laws and regulations applicable to company's domestic businesses. Will work on a team of legal and compliance professionals responsible for the intake and assessment of laws and regulations as well as the documentation and monitoring of implementation related to the laws. Support market conduct examinations and other regulatory inquiries or exams. Provide counsel to company's domestic teams, including intaking, summarizing and assessing the applicability of new laws or regulations. Draft cogent Compliance Instructions (CIs) communicating the impact of new laws/regulations and present CIs to committees comprised of internal operational and business areas. Document and monitor implementation action plans and escalate significant barriers. Conduct legal research on state regulatory compliance topics. Prepare comprehensive summaries of research findings including Common Bulletins as needed. Answer questions from business areas as they relate to research findings and provide advice on interpretation of the research findings, specifically impacts on or barriers to proposed new business strategies. Draft Compliance Common Bulletins or comparable compliance documentation to explain regulatory topics trending across states. Act as a Subject Matter Expert on various state regulatory compliance topics. Provide subject matter expertise for assigned topics on compliance impact; serve as a single point of contact for business and product strategic needs. Support the Market Conduct Team during active exams and develop and manage post-exam Corrective Action Plans through to completion. Facilitate responses to regulatory inquiries or complaints and support business operations by providing reliable and timely guidance on daily regulatory issues. Work on assigned projects independently or with other team members.

Qualification and Experience

The candidate should have a J.D. degree and Bar membership. Must have 5+ years of experience in health insurance industry including prior health insurance legal/compliance experience and a working knowledge of the health insurance business and regulatory principles. Familiarity with insurance, healthcare, legal, government/regulatory environment to understand and articulate compliance barriers and suggest compliant alternatives required. Knowledge of company products, systems and processes preferred. Prior legal research experience is essential.
