Contract Specialist - GS 09 The candidate will be responsible for the following duties: This position will be filled at the GS-09 grade level. Promotion to the target grade level GS-11 is contingent upon satisfactory completion of any required training, regulatory requirements, and demonstrated ability to perform the duties of the position and the availability of work at the next grade level. At the GS-09 level will participate in formal and on-the-job training designed to prepare them for advancement to the target level position. Assignments are designed to provide diversified experience as a foundation for future responsibility. Perform reviews, and routes for approval Procurement functions and activities for the pre-award process. Responsible for the full range of actions required to accomplish complex procurement actions. These actions include acquisition planning, solicitation, evaluation and analysis, negotiations, and contract award. Work with a wide variety of contracts including those with complex aspects involving special handling provisions, specialized terms and conditions, unique items, and a variety of contracting methods. Coordinate with appropriate service representatives to identify alternative sources of supply, respond to customer requests, and provide advice regarding changes to sales orders as needed. Perform, reviews, and routes for approval Procurement actions for the post-award processes. Responsible for contract management functions, such as amendments and modifications. Attend post award conferences as required. Work with a wide variety of contracts including those with complex aspects involving special handling provisions, specialized terms and conditions, unique items, and a variety of contracting methods.

Qualification and Experience

The candidate should have following qualifications
Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A Baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees and 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of above.
Specialized Experience: 1 year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-09: Experience with a wide range of contracting methods and contract types; Familiarity with business practices and market conditions to identify potential contractors due to limited source availability and evaluate bid responsiveness, contractor responsibility, and/or contractor performance. Experience with negotiation techniques. Experience with production and testing of products and services for resolving post-award contracting problems. Experience with changing contracts and orders.
Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education.
GS-09: 2 full academic years of progressively higher level graduate education or master’s or equivalent graduate degree or LL.B. or J.D.
