Attorney - Adviser (General), GS 13 Duties: The candidate will be conducting legal research and factual analysis to draft legal opinions pertaining to contract law issues and procurement procedures and policies. Applying government contract law and performing pre and post-award contract legal reviews for legal sufficiency and providing advice on pre and post contract award actions. Assisting Government personnel in the acquisition of environmental services, equipment, service contracts, supply contracting and construction contracting. Advise in processing contractor and government procurement disputes and claims, termination actions, bid protests, contract ratification actions, procurement fraud actions, and fiscal law. Recognizing and seeking timely resolution of potential show stopping fiscal, budgeting, and acquisition law issues. Researching, analyzing, and interpreting federal, state and local law, administrative decisions, case law and legal opinions as well as applicable agency instructions and regulations. Advise on conducting research and analysis in this area of legal discipline, and reviewing environmental documents, i.e. permits applications and renewal, compliance agreements, reports, environmental assessments and findings, etc. Preparing cases for litigation, providing legal support during litigation and, when designated, representing the federal government in judicial or administrative procedures.
Qualification and Experience
Qualifications: Education: Must have completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). Must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Experience: Must have 2+ years of professional legal experience, acquired after being admitted to the bar and 3+ years specialized experience in Business Law, Fiscal Law, Contract Law, and/or Environmental Law commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
