Contract Specialist Qualifications for GS-05 and above: The candidate should have completed four-year course of study leading to a BA degree with a major in any field and have completed at least 24 semester hours in any combination in following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR Be a current employee of the DoD or a member of the armed forces (other than Coast Guard) who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 September 2000 or served on or before 30 September 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty; OR Be a current DoD employee in the Contingency Contracting Force. Qualifications for GS-07: The candidate must have 1+ year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR 1 full academic year of graduate education or law school or superior academic achievement with 24 hours in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. Specialized experience must demonstrate the following: assembling contracts; and performing limited contract administration. Qualifications for GS-09: The candidate must have 1+ year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR Have 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. Specialized experience must demonstrate the following: applying contract and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry. Qualifications for GS-11: The candidate must have 1+ year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR Have a PhD or equivalent doctorate degree or 3 full academic years of progressively higher level graduate education leading to such a degree in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or LL.M. Specialized experience must demonstrate the following: 1) applying contract and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry; AND 2) evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition. Qualifications for GS-12: The candidate must have 1+ year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: applying contract and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry; evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations. Qualifications for GS-13: The candidate must have 1+ year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying contract and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry; evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; conducting acquisition planning and contract pre-award functions to include: determining method of procurement and contract type, documenting the acquisition strategy, and obtaining appropriate approvals; administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations; AND interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues. Qualifications for GS-14: The candidate must have 1+ year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, establishing, or reviewing contracts, programs, policies, or procedures; negotiations techniques to conduct contract negotiations and deal with high level business and industry. Qualifications for GS-15: The candidate must have 1+ year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing acquisition strategies and directing or managing procurements; and providing staff advisory services in one or more of the specializations in this occupation, AND overseeing contractual actions and phases of the contract program.
