ProfileProgram Analyst, GS 11 - 12 Duties : Review, inspect, investigate or inquire into all matters concerning the work certification process and develop reports, presentations and conduct training on process. Look for and identify ways to improve the quality and efficiency of the department and the final product. Provide guidance to Shop Superintendents, Training Managers and the Operations Department to ensure that audits, trouble reports, incident reports and critiques are processed properly. Conduct on-site investigations and assessments on matter of priority, and discusses with operating officials. You will analyze program/project involving organization structure, management practices, staffing and administration procedures. Perform analysis and make recommendations on matters pertaining to the proper utilization of manpower, materials, equipment, training and other requirements needed to accomplish production work.
Qualification and Experience
Qualification : For the GS-11: Must demonstrate 1+ year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with conducting assessments and analyzing data in support of the management and administration of programs, processes, or functions relating to waterfront, surface craft or submarine work.
Successfully completed a Ph.D. or equivalent doctoral degree.
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
Successfully completed an LL.M. degree that is related to the position being filled.
Possess a combination of experience and graduate education as described above that equates to one year of experience.
