Policy Advocate/counsel
The candidate will be member of policy team and works with the Policy Director, Policy Counsel, and other firm's staff to advance the firm's broad civil liberties agenda-including to access to justice, criminal legal system reform, election fairness and voting rights, freedom of expression, government transparency, police accountability, prisoners’ rights, immigrants’ rights, equal protection, privacy, racial justice, due process, religious liberty, LGBTQIA rights, and reproductive rights-before the Maine legislature, executive branch, and local governmental bodies. Will report to the Policy Director and engages in substantive policy analysis, operational support, and advocacy to advance the organization’s agenda. During the state's legislative session, the policy team promotes the firm’s legislative agenda by tracking and analyzing bills, preparing and delivering testimony, attending hearings, coordinating advocacy efforts with impacted populations and partner organizations, and preparing hearing witnesses. Track and analyze legislative and other policy proposals; draft policy analyses designed to influence state and local policymakers. Conduct policy analysis on proposed state legislation and local policy initiatives. Assist with administrative advocacy efforts by tracking state agency rulemaking notices, monitoring national firm's list serves for federal rulemaking, and drafting and filing public comment on behalf of the firm's. Manage a portfolio of legislative relationships as set out annually by the Policy Director. Deliver oral and written testimony to elected bodies and speak publicly to groups and organizations on civil liberties issues. Collaborate and work closely with colleagues in the Communications and Legal departments. Communicate with national firm's staff and other firm's affiliate staff as needed. Assist in supervision of policy interns. Collaborate in planning and implementing a comprehensive strategy to advance firm's of Maine priority issues. Participate in local and state coalitions and develop relationships with allies and other organizations to further our advocacy goals. Assist with Development and other tasks as needed to promote the organization and its mission.

Qualification and Experience

The candidate should have JD. or 2 years of experience with legislative or public policy analysis or development. Must have exceptional analytical, research, writing, and oral advocacy skills, including the ability to understand complex issues and communicate them effectively to a variety of audiences. Should preferably have familiarity with the political and legislative landscape in Maine.
