Contract Specialist, GS 5 - 9 Duties: The candidate performs tasks to develop skill and knowledge to procure supplies, services, and equipment through formal advertising or limited use of negotiation techniques to NPS customers as a member of a team. Negotiated transactions are developmental assignments designed to develop the employee's skill and knowledge of contract management. Requirements involve standardized specifications and established markets. Contracts administered are typically for terms of six months or less. Work is reviewed and signed by a senior Contracting Officer. Performs work related to the contract pre-award (i.e., the work necessary to secure a contract to acquire goods and/or services) and post-award processes (i.e., the work accomplished after contract award).

Qualification and Experience

Qualifications:
Degree: Must have four-year course of study leading to a bachelor's degree with a major in any field; Or 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

For GS-05:
Education: Should have Successful completion of a 4-year course of study leading to a bachelor's degree with a major in any field. Or Successful completion at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial, management, marketing, quantitative methods, or organization and management.
For GS-07
Specialized Experience: Must have 1+ year of specialized experience equivalent to the GS-05 level in the Federal service. Specialized experience for this position is defined as providing acquisition support work related to the contract pre-award (i.e., the work necessary to secure a contract to acquire goods and/or services) and post-award processes (i.e., the work accomplished after contract award).

Or

Education: Must have One full academic year of graduate education or law school or superior academic achievement with coursework in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or LL.B, or J.D.

For GS-09
Specialized Experience: Should have 1+ year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is experience which experience which demonstrated training and developmental on-the-job experience in the award, administration and closeout of standard contracts for supplies, services, or construction.

Or

Education: Must have 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or PhD or equivalent doctoral degree.
