Legal Counsel
The candidate will help shape the company's space launch capabilities. Will report to the lead legal partner for the New Glenn launch vehicle program and support the company's Orbital Launch Site (OLS) activities. Interface with the New Glenn launch vehicle program and multiple other internal functions as necessary, including Test and Flight Operations, Facilities and Security, Sales, Marketing and Customer Experience. Act as the primary point of contact for all legal and compliance matters related to OLS, with accountability to liaise with the relevant subject matter experts within the broader Legal and Compliance Department. Assist with implementing legal procedures for orbital space launches of the New Glenn launch vehicle and be able to take on progressively greater accountability related to licensing and regulatory interface with the FAA, NASA, and the DoD for launches from OLS. Advise on export control matters, including the ITAR and the EAR, which may arise at OLS. Address issues arising with facilities construction, permitting, and property leases and easements at OLS. Address any issues arising with the delivery and integration of satellite payloads at OLS including any export control and customs matters. Assist with negotiating various contractual agreements, including real-estate agreements, federal and state grant agreements, construction contracts, subcontractor purchase orders, long-term agreements, and launch service contracts.

Qualification and Experience

The candidate should have a J.D. degree from an accredited US college or university. MBA or similar Master's or higher degree is desired. Academic degree and/or work experience in engineering, physics, or other 'hard sciences' technical field is an asset. Should be admitted to practice before at least one US State Bar. Admission to the Florida Bar is preferred. Must have 6+ years of experience with a law firm or as in-house counsel. Should preferably have 8+ years of diverse legal experience, in the aerospace industry. General familiarity with a wide range of legal issues is required. Familiarity with export control regulations, including the ITAR and the EAR is needed. Familiarity with the uniform commercial code (UCC) and the latest international commercial terms (Incoterms) is essential. Working knowledge of the Federal Aviation Administration regulations is a must. Familiarity with both traditional government contracts (Federal Acquisition Regulations, Defense Federal Acquisition Regulations, NASA Federal Acquisition Regulation Supplement) and non-traditional federal government agreements (Space Act Agreements, Other Transaction Authority) is a prerequisite. Experience and training in crisis management is a must. Strong negotiating skills and experience negotiating with international parties needed. Experience in identifying operational issues, recommending and implementing strategies to resolve problems and provide stability a must.
