Director, Employee & Labor Relations Duties: Manages the Labor Relations Specialists & Employee Relations Business Partners. Provides managers and staff with consultative leadership on business challenges and associated people and organizational implications. Supports the development and implementation of business strategies, including labor, employee relations, affirmative action/EEO, productivity and efficiencies, change management, talent acquisition, policy development, business process improvements and application, total rewards, and project work in support of the objectives if the business. Responsible for championing HR initiatives within direct areas of responsibility. Collaborates with other functional HR experts to leverage their knowledge in building solutions and solving problems. Responsible for addressing employee relations matters and day-to-day collective bargaining administration, as applicable. Contributes to the business strategy by helping to identify, prioritize, and build organizational capabilities, behaviors, structures, and processes. Serves as a strategic consultant and coach to the organization in addressing complex labor and employee relationsâ€™ issues facing the business. Facilitates long-term initiatives aligned with the strategic agenda. Helps business unit leaders provide employees with development opportunities and ensure that they meet current and future performance standards including training plans. Leads the negotiation of collective bargaining agreements for the Medical Center and facilitates organizational development to restructure, consolidate and replace work force. Plays a lead role to facilitate decision-making process. Coordinates labor strategy across the system. Supports management to interpret personnel policies and procedures, legal and union contract compliance, grievance, discipline, termination problems, and mediate matters with employees and union representatives. Investigates and addresses employee relations matters, makes recommendations and ensures appropriate documentation of employee discipline. Drives the people processes (performance, development, succession, and career) to ensure that employeesâ€™ level of performance and capabilities meet current and future standards. Manages specific projects as determined in the annual HR operating plan and participate in functional and cross-functional initiatives. Develops and promote feedback mechanisms for employees to influence the continuous improvement of HR services and processes. Implements HR policies and reward strategy to ensure that all reward decisions are fair and objective. Facilitate initiatives to build a high-performing organization aligned with the strategic plan and HR Priorities. Ensures leadership, coaching, and feedback culture is cascaded through the organization. Provides clear leadership by demonstrating understanding of business trends and needs. Provides expert advice and coaching to managers and employees. Understands employee opinions and anticipate their needs and concerns. Partners with HR subject matter experts and Associate Vice Presidents of Human Resources to ensure seamless and smooth delivery of their services. Identifies and drives the communication and sharing of learning across functions to facilitate continuous improvement. Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities. Develops and recommends the budgets for the areas managed. Manages activities to assure budgetary goals are met. Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure the achievement of business objectives. Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation, and fosters the effective integration of efforts with system-wide initiatives. Encourages and supports diverse views and approaches, creating an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors. Integrates diversity into departmental objectives, such as hiring, promotions, training, vendor selection, etc. Participates in performance improvement initiatives and demonstrates the use of quality improvement in daily operations. Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc. Develops and maintains procedures necessary to meet regulatory requirements. Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures. Ensures adequate equipment and supplies for department. Develops and maintains established departmental policies, procedures, and objectives. Ensures compliance to all health and safety regulations and requirements. Maintains, regular, reliable, and predictable attendance. Performs similar or related duties as required or directed.
Qualification and Experience
Qualifications: Bachelor degree in a business-related field. Preferred: Master Degree in a business-related field. JD Degree. 10 years of directly relevant experience. Knowledge of human resources and labor relations theory, principles and practices. Working knowledge of labor relations, employee relations, recruitment, training, compensation, affirmative action/EEO planning and benefits administration. Must have superior communications, program management, project management, facilitation, decision-making, critical thinking and listening skills. Must have prior employee relations coaching/mentoring expertise. Must have proven problem solving, mediation and analysis experience. Must have the ability to multi-task and manage time in a complex environment.
Preferred: Labor leadership in the healthcare industry.
