Contract Specialist, GS 11-12 Duties: Conduct acquisition planning to include advising technical personnel on the development of statements of work and acquisition strategy formulation in order to procure supplies, services, and/or construction with complex and difficult requirements. Plan and conduct detailed contract price/cost analyses. Review procurement actions to determine cost effectiveness and compliance.
Qualification and Experience
Qualifications: The candidate should have completed either a four-year course of study leading to a Bachelor's degree with a major in any field OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Must have 1+ years of specialized experience at or equivalent to work at the next lower level of the position, as described below. For GS-11: Specialized experience for this position is defined as: One full year (52 weeks) of specialized experience equivalent to the GS-09 level of the Federal service is defined as meeting ALL of the following experience: Performing independent contracting assignments in the award and administration of contracts for goods or services. OR Education: Ph.D. or equivalent doctoral degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or 3 full academic years of progressively higher level graduate education leading to such a degree. OR Combination: A combination of graduate level education, beyond two years, or 36 semester hours, in a related field or study and specialized experience that together, meet the qualification requirements for this position. For GS-12: Specialized experience for this position is defined as: One full year (52 weeks) of specialized experience equivalent to the GS-11 level of the Federal service is defined as meeting ALL of the following experience: Performing independent contracting assignments in the solicitation, negotiation, award, and administration of a variety of complex contracts for goods or services. Advising clients on the development of statements of work, requirements, and contracting approaches. Planning and conducting contract price/cost analyses. Application Deadline: June 16, 2021.
