Attorney Advisor, GS 14 Duties: Works on cases or legal issues of extreme complexity. These are characterized by one or more of the following: (1) extremely complex and difficult issues requiring a high order of legal endeavor often require the incumbent to balance conflicting interests; and (2) matters that can have an important impact on the telecommunications industry whose economic position affects major private and public interests. Acts as the primary legal counsel to a significant operating program, or in adversarial proceedings where legal questions posed are of an extremely complex nature. The incumbent will review and approve work of lower grade attorneys. Participates in administrative or judicial hearings and develops research strategies for legal cases. Serves as a subject matter expert on Telecommunications Access Policy programs. Provides authoritative advice, review and consultation of such issues to Bureau officials on the Commission’s role in implementing policies and procedures pursuant to section 254 of the Communications Act. Drafts and reviews orders and regulations relating to Universal Service and telecommunications access matters. Identifies and analyzes challenging situations and works with internal and external stakeholders including Universal Service Administrative Company, Office of Managing Director, Office of General Counsel, Office of Media Relations, service providers, and state commissions. Investigates matters and assesses the best approach for a legal case. Provides policy recommendations to Division and Bureau Management. Conducts comprehensive review of agency rules and policies to determine applicability to Universal Service and other telecommunications access program needs. Analyzes public comment received and makes recommendation for new rules or modification to existing rules. Prepares agenda items and proposed memorandum opinion and orders; notice of proposed rulemaking, and other decisional documents.

Qualification and Experience

Qualification : Professional Law Experience: Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Specialized Experience: Specialized experience is experience which is in or directly to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
Must possess at least 3+ years of professional law experience and have a minimum of 1+ year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following: 1) conducting legal research and preparing legal documents; 2) developing research strategies for complex legal issues; 3) writing complex documents such as briefs, issue papers, orders, rulemaking items, and report summaries with analyses and recommendations; 4) making oral presentations, communicating legal research results, and defending legal positions; and 5) experience providing legal guidance to attorneys and other professionals.

Education : Must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
