Fleet Management Program Administrator The candidate will develop and administer the Fleet Management Program for the GSA leased vehicles, DOE owned vehicles and self-propelled motor equipment. The primary responsibilities include: coordinating the vehicle and motor equipment acquisition and disposition activities with GSA, DOE and firm staff, scheduling the vehicle maintenance/repairs with the service providers, reconciling the vehicle costs reflected on the monthly GSA invoices prior to issuing payment and the processing of the related internal recharges, maintaining the vehicle and motor equipment utilization data and identifying opportunities that will improve the operational efficiency of the vehicles and motor equipment and increase the number of vehicles that meet or exceed the Federal/DOE utilization standards or local use objectives. Identify the data and reporting requirements related to the external fleet management systems (Federal Motor Vehicle Registration System, Federal Fleet Management System, GSA Fleet Drive-Thru, etc.) for the GSA leased vehicles and DOE owned vehicles, maintain the data in a consistent and accurate manner and submit the required reports according to the established schedules. Administer the GSA Fuel Reimbursement Program related to the on-site E85 tank that is utilized by the GSA leased vehicles. The primary responsibilities include: determining the volume of E85 fuel delivered to the on-site tank by the firm service provider, identifying the fuel transactions that have occurred at the on-site E85 tank, requesting the reimbursements by submitting the fuel transaction information to GSA and interfacing with OCFO staff to reconcile the fuel reimbursements received from GSA. Serve as the Technical Monitor for the shuttle services subcontract. The primary responsibilities include: establishing the shuttle routes and schedules, identifying the staffing levels, vehicle/equipment requirements and the related performance objectives, monitoring the performance of the subcontractor and addressing deficiencies with the subcontractor on an as needed basis, coordinating and responding to shuttle service requests and feedback from staff, and reconciling the labor and vehicle costs reflected on the monthly shuttle services subcontract invoices prior to issuing payment. Work in collaboration with other firm Site Operations staff to assess opportunities to improve fuel economy and operating efficiency of firm feet and shuttle services by monitoring vehicle telematics and exploring new vehicle technologies that support firm’s mission to advance the science and engineering of energy efficiency, sustainable transportation and renewable power technologies. Serve as the subject matter expert for the Fleet Management Program and interface with DOE, GSA, external service providers and firm staff on an as needed basis. Review, interpret and ensure compliance with the fleet management requirements (Federal Property Management Regulations, DOE Property Management Regulations, Federal Management Regulations, DOE Fleet Management Handbook, Executive Orders, GSA Guides, etc.). Develop and implement the fleet management desk procedures and guidance/training materials that are provided to firm staff that utilize the GSA leased vehicles and DOE owned vehicles and the shuttle services subcontract workers.

Qualification and Experience

The candidate must have Bachelor's Degree and 5+ years of experience or equivalent relevant education/experience Or, relevant Master's Degree and 3+ years of experience or equivalent relevant education/experience Or, relevant PhD or equivalent relevant education/experience Or, relevant JD or equivalent relevant education/experience. Should have complete understanding and wide application of technical principles, theories and concepts in the field. General knowledge of other related disciplines is required. Considerable knowledge of laws, regulations, principles, procedures and practices related to specific field is needed. 5 years of fleet management/inventory control experience is preferred.
